The U.S. Army Contracting Command-Redstone Arsenal, through its Aviation Applied Technology Directorate at Fort Eustis, Virginia, intends to enter into a sole source, firm fixed-price contract with Vertol Systems Company, Inc. for Combat Search and Rescue Instructor training specifically on Mi-series rotary wing aircraft. This exclusive sourcing is due to Vertol's unique capability as the only entity within the continental United States owning, operating, and providing qualified instructors, a certified program of instruction, and support for these aircraft. The contract requires delivery of three distinct training courses, each accommodating two pilots, one flight engineer, and one pararescue jumper, with each course lasting no longer than twelve weeks and the entire contract being fulfilled within seven months from award. The scope of the training includes certified instructor pilots, a complete program of instruction, operators manuals, and the issuance of diplomas or certificates upon course completion. All training activities must take place within the continental U.S. Although this is a sole source acquisition, the government invited interested parties to submit capability statements or proposals by December 17, 2013, to assess the potential for competitive procurement. However, no request for quotes or proposals will be formally posted, and the government retains full discretion on whether to initiate a competitive process based on received responses. Requests for additional information must be made in writing via the specified contact channels.
