The U.S. Army Contracting Command at Aberdeen Proving Ground plans to award a sole source contract to Land Trust Alliance, Inc., based on statutory authority allowing Other than Full and Open Competition under 10 U.S.C. 2304(c)(1). This decision is due to Land Trust Alliance being the only responsible source capable of fulfilling the agency's specific needs, which include providing patron-level sponsorship for the Land Trust Alliance Rally. The contractor is expected to deliver logistical support for a regional training and outreach session, facilitate a Department of Defense breakout panel, and manage a booth to respond to participant inquiries at the Rally. This notice serves as an intent to award rather than a solicitation for proposals, meaning requests for a formal solicitation will not be entertained. The government retains discretion over whether to compete the procurement and invites interested parties to demonstrate their capabilities by submitting written responses by 3:30 pm EST on April 13, 2015. These responses must clearly document an offeror's ability to provide the required services without incurring costs or obligations to the government. Submissions can be made via email if under 5MB or as hard copies sent to the Aberdeen Proving Ground contracting office. Verbal responses will not be accepted, and questions can be directed to the specified government contact email.
