The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), through its Project Manager Field Operations Contingency Operations Support, is conducting market research via this Request for Information (RFI) to explore existing training capabilities aimed at enhancing the engineering skills of the Afghan National Army’s Corps Engineer Kandaks (CEK). The CEK units, consisting of horizontal and vertical engineering companies along with support and headquarters elements, require targeted training programs to develop foundational skills in both horizontal construction tasks such as earth berms, HESCO barriers, and road development, and vertical construction tasks including masonry, carpentry, electrical, plumbing, and HVAC. The training is intended to establish a train-the-trainer program conducted entirely within Afghanistan, with all structures used for training being temporary and disassembled afterward. The training plan involves home station training with three Mobile Training Teams, each able to instruct up to 160 students per course across multiple locations, with an eight-hour instructional day, six days a week over an estimated 12-month period. Offerors are tasked with developing comprehensive Programs of Instruction (POIs) that include hands-on skill training, lesson plans, instructional materials, and translated content in Dari and Pashtu languages to ensure Afghan soldiers can train autonomously. The training will be segmented into vertical, horizontal, and handover/takeover packages, emphasizing practical skills and adherence to Afghan National Security Forces construction standards. Instructors who are not bilingual must be accompanied by language assistants. Additionally, contractors will be responsible for all necessary equipment and will reside on-site or nearby, with the government providing lodging and force protection. This RFI is solely for informational and market research purposes with no commitment by the government to procure services, and responses are limited to five pages addressing key questions about deployment timelines, appropriate NAICS codes, adherence to construction standards, and technical training capabilities. The Government seeks to develop a sustainable, trade-school-like capability to equip Afghan soldiers with mission-critical engineering skills vital for maintaining security and infrastructure stability.

Battery Electric Bus Maintenance Training & Apprenticeship Program
Solicitation # 2026-REQ-073
The Toledo Area Regional Transit Authority (TARTA) is soliciting proposals under RFP 2026-REQ-073 for the development and implementation of a comprehensive zero-emission workforce development, maintenance training, and apprenticeship framework. The program aims to transition employees from foundational safety knowledge to advanced electrical theory, diagnostics, and troubleshooting for battery electric buses. Key objectives include conducting skills-gap assessments, developing role-based competency pathways, establishing an apprenticeship framework that integrates Related Supplemental Instruction (RSI) and On-the-Job Training (OJT), and creating a Train-the-Trainer plan to ensure sustainable internal knowledge transfer. The project is intended to build upon existing vendor and safety training investments rather than duplicating them. Proposals are due by November 19, 2026, and must be submitted electronically via the OpenGov portal. TARTA will evaluate submissions based on technical approach, relevant zero-emission bus workforce experience, apprenticeship and competency development expertise, key personnel qualifications, cost, and past performance. The submission must be split into separate files for the technical proposal and pricing information, including a signed Declaration of Non-Collusion and Lobbying Certification. While a fixed contract value is not specified, the project aligns with a grant spend-down window extending through the end of 2027 or beginning of 2028. Performance will take place across TARTA facilities in Toledo, Ohio, and acceptance is contingent upon the successful pilot delivery of curriculum modules and the incorporation of TARTA feedback.
