The U.S. Coast Guard Academy (USCGA) is offering internships aimed at supporting cadet research, education, and professional development, particularly focusing on the Great Lakes region. These internships allow cadets to either continue their capstone research or participate in pre-approved projects aligned with the Great Lakes Center of Expertise (GLCOE) mandate. The program emphasizes providing technical scientific expertise to cadets while advancing research in areas relevant to the GLCOE’s statutory missions. All internship activities are required to take place within Michigan, specifically at the GLCOE offices in Ann Arbor and Sault Ste. Marie, due to the need for USCG management oversight. Proposals must detail costs related to lab use, faculty advisor expenses, and supplies, with overall costs being a significant factor in contractor selection due to budget constraints. In addition to the primary internship program, there is an opportunity to negotiate call orders for supplementary scientific support, including tasks such as laboratory work, literature reviews, equipment access, and data analysis. These support activities will be defined through negotiated deliverables, funding, and timelines. Interested parties are encouraged to review the full solicitation and the attached Performance Work Statement (PWS) for detailed requirements. All questions regarding the solicitation should be submitted via the designated Q&A process to the Contracting Officer, Jesse L. Womack. The solicitation is posted under the NAICS code 541715 and is managed by the Department of Homeland Security’s Office of Contract Operations.

The cadets are able to either continue their capstone research or choose from GLCOE pre-approved projects related to the GLCOE mandate. The scope of the internship support is to provide technical expertise as a scientific advisor to the cadets, while also advancing research needs in the Great Lakes region. Internship facilitation in a variety of scientific disciplines aligning with the statutory missions of the GLCOE is desired. In replying to this solicitation, lab use fees, faculty advisor expenses, and all supplies costs must be identified in proposals. Due to the limited budget of the GLCOE, overall costs will be a primary factor in contractor selection. Additional Scientific Support: In addition to the formal internship program, additional scientific support of a similar nature to this BPA can be negotiated as call orders. The deliverables, funding amounts and timing will be negotiated as call orders. Examples, but not limited to: Lab Tech Work, Literature Review, Equipment and Facilities Access/Support, and Data Analysis Support. Please read full solicitation and the attached Performance Work Statement (PWS) requirements. All questions and answers must be submitted by filling out the attached Q&A spreadsheet and send to Contracting Officer Jesse L. Womack at Jesse.L.Womack@uscg.mil.
