The U.S. Coast Guard Director of Operational Logistics Chief of Contracting (DOL-9) manages and posts upcoming contract requirements through the Acquisition Planning and Forecast System (APFS) to provide transparency and early notification to businesses interested in contracting opportunities. Contracts exceeding $250,000 are made available on APFS before formal solicitations appear on Beta.Sam.Gov, allowing companies to anticipate project scope, timelines, and points of contact. DOL-9 is structured into four operational branches: DOL-92 handles emergency services contracts such as oil spill and disaster response; DOL-93 manages base operating support including security, janitorial, and grounds maintenance; DOL-94 oversees purchasing, interagency agreements, utilities, and simplified acquisitions under $250,000; and DOL-95 focuses on contracts for non-routine services and supplies such as navigation aids like buoys and lanterns. Businesses are encouraged to regularly review APFS, specifically filtering for USCG/DOL-9, to identify suitable opportunities. Due to COVID-19, the FY2020 Industry Day was cancelled, with plans to reschedule the FY2021 event, which will be announced on Beta.Sam.Gov. In the interim, inquiries can be directed to the Coast Guard’s small business email. The contract forecast aims to promote competitive business participation in supporting the Coast Guard's diverse operational logistics needs, with a primary office based in Norfolk, Virginia. Key contacts and detailed information on current or forecasted contracts are accessible through APFS and the official SAM.gov workspace.
