1. Description


This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with FAR 12.202 and FAR 12.203, using simplified acquisition procedures. This announcement constitutes the only solicitation. Quotes are being requested, and a separate written solicitation will not be issued.


The Department of Homeland Security, Federal Law Enforcement Training Centers, intends to award a firm-fixed-price purchase order for the design and fabrication of exterior-grade U.S. Government Property warning sign panels.


2. Requirement


The contractor shall furnish all personnel, materials, equipment, supplies, design services, fabrication, quality control, packaging, and other items necessary to design and fabricate twenty (20) completed exterior-grade warning sign panels.


The signs shall be used at FLETC facility entrances to notify individuals entering the facilities of applicable federal regulations, prohibited items, and legal policies.


Installation is not required under this requirement. Contractor delivery is not required unless separately directed by the Contracting Officer. Completed sign panels will be collected by the Government.

4. Required Specifications


The contractor shall provide signs meeting the following requirements:


  • Size: 6 feet wide by 8 feet high
  • Orientation: Portrait
  • Panel type: Single-sided
  • Use: Exterior/fence-mounted
  • Exterior-grade rigid sign panel material, such as aluminum or approved equivalent
  • Weather-resistant, corrosion-resistant, and UV-resistant construction
  • Fade-resistant graphics and text for a minimum of five years under typical outdoor conditions
  • Mounting holes suitable for traffic poles or chain-link/metal fencing
  • Protective wrapping or packaging suitable for Government pickup and transport
  • Digital color proof submitted to the Government for approval before fabrication

The final signs shall match the Government-approved proof and shall include the required text, colors, symbols, fonts, layout, dimensions, and legal citations identified in the solicitation.


5. Required Completion Date


All signs shall be completed and ready for Government pickup no later than:


September 30, 2026

No contractor delivery or installation is required. The completed sign panels will be collected and delivered by the Government to FLETC site locations, including:

Offerors must have an active registration in the System for Award Management at the time of quote submission and at the time of award.


8. Evaluation


Award will be made to the responsible quoter whose quotation provides the best value to the Government. The Government will evaluate quotes using the following factors:


  1. Technical Capability
  2. Production Schedule
  3. Price

Technical Capability is more important than Production Schedule and Price. When combined, Technical Capability and Production Schedule are significantly more important than Price. Price will be evaluated for reasonableness. The Government may award to other than the lowest-priced quoter if the non-price benefits of a higher-rated quote justify the price premium.


The Government intends to evaluate quotes and make award without discussions, but reserves the right to conduct discussions if necessary.

This notice is issued in accordance with FAR Part 12 for the acquisition of commercial products and commercial services. The Government reserves the right to reject any or all quotes, waive informalities or minor irregularities, and make no award if such action is in the Government’s interest.

# 1 - FAR 12.303(a) "Cancellation" - The Government may withdraw, amend, or cancel purchase orders by written notice to the supplier at any time before acceptance of the order occurs.
