VHA seeking 20,250 RSF for a Community Based Outreach Clinic in Twin Falls, ID
Solicitation # 36C24W26R0017
The Department of Veterans Affairs, through RPO West, is soliciting proposals for the lease of a Community Based Outpatient Clinic (CBOC) in Twin Falls, Idaho. This SDVOSB set-aside procurement seeks approximately 15,000 to 20,250 rentable square feet of contiguous space for a 20-year lease term, consisting of a 10-year firm period. The facility will utilize a PACT-model layout and must include a variety of clinical and support spaces, including an outpatient clinic, mental health clinic, pharmacy with automated dispensing, pathology and laboratory medicine, a bariatric room, and a canteen. The government has established a tenant improvement allowance of 354.16 per ABOA square foot to facilitate the build-out. The project is subject to rigorous technical and safety standards, including VA Facility Security Level II requirements, seismic design standards per VA Handbook H-18, and ADA compliance. All construction must adhere to Davis-Bacon Act wage determinations for Twin Falls County. Proposals are evaluated using a best value tradeoff process, weighing technical factors—such as architectural concept, site characteristics, and offeror past performance—approximately equal to price. Award is contingent upon the lessor providing a qualified design team and ensuring the facility meets specific fire protection, life safety, and IT infrastructure specifications.
