U.S. Senate Motorola Radio System Maintenance Support Services

The United States Senate, Office of the Sergeant at Arms, is seeking a contractor to provide comprehensive on-site maintenance, repair, and support services for its encrypted Motorola Project 25 (P25) non-trunked radio system deployed across the National Capitol Region. The requirement is issued under solicitation 2026-R-041 as a brand-name solicitation under NAICS code 811210, and the contract will be awarded on a firm-fixed-price basis with a one-year base period running from September 1, 2026, through August 31, 2027, and four optional one-year renewal periods extending through August 31, 2031. The contractor must maintain a fully staffed office within fifty miles of the National Capitol Region and provide 24/7 technical support with a four-hour response time after escalation during standard business hours. Services include fault isolation and root-cause analysis for critical components such as RF systems, Key Management Facilities (KMF), and K-Core computer systems, along with corrective maintenance, system patching, and adherence to industry best practices for P25 radio systems. Award will be determined through a best-value, competitive selection process prioritizing Technical Approach as the most significant factor, followed by Past Performance, with Price being less important than the combined technical factors.
