The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following items: 1) SANS – Secure Coding Course Qty 1 Lot. This requirement is sole sourced to SANS OnSite, 8120 Woodmont Avenue, Suite 205, Bethesda, MD 20814 as the only vendor able provide defensible applications training. Their unique certified instructors qualify students who complete the course in preperation for an attempt to take the GSSP exam. The class must be an advanced level, hands on course that can provide practical knowledge that can be used immediately upon completion and must be delivered by an instructor with expert level experience in the fields of software development, information assurance, risk assessment and vulnerability mitigation as applied to the NET programming language, also must include subject matter areas to include NET Authentication, NET Authorization, NET Data Validation, NET Encryption, NET Exception Handling and Logging, NET Framework Security, NET Session Management, Common Web and NET Application Attacks and Secure Systems Development Lifecycle (SDLC). Any firms believing that they can provide the materials may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice. It must clearly show the firms ability to be responsive without compromising the quality, accuracy or reliability of the materials without causing programmatic hardship.
