Grant
Iowa Industry to Classroom Academy CTE Teacher Mentoring Grant Program
Solicitation # 685608
The Iowa Industry to Classroom Academy is a pilot mentoring program launched by the Iowa Department of Education to recruit and retain career and technical education teachers transitioning directly from industry. The program pairs new or emerging CTE teachers, who possess specialized industry skills but lack formal pedagogical training, with experienced mentors for two years. This collaboration is designed to reduce professional isolation and help mentees progress from an initial CTE Authorization to a full five-year authorization. The initial pilot focuses on Family and Consumer Sciences teachers before expanding to all CTE content areas. The program is built upon four pillars: educator retention, instructional excellence, educator well-being, and continuous reflective practice. Over the two-year cycle spanning 2026 to 2028, mentees must complete six core pedagogy areas, including human relations, CTE teaching methods, and curriculum development. Financial support includes a 1,000 dollar total tuition and fee reimbursement for mentees and a 4,000 dollar total stipend for mentors. Additional reimbursements are available for travel, meals, lodging, and substitute pay. Participants are required to engage in monthly meetings, classroom observations, and a capstone project, while maintaining strict confidentiality regarding program interactions. Mentees' districts serve as fiscal agents to manage grant funds via IowaGrants.

NOTICE OF INTENT TO AWARD SOLE SOURCE: AFDW/PK Contracting Directorate intends to award a sole source, firm-fixed price contract to CALIBRE Systems, Inc (CALIBRE) using other than full and open competition procedures pursuant to authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This contract will allow CALIBRE to finalize and implement the materials and instruction for the Air Force Working Capital Fund (AFWCF) basic training classes for FY13 as a result of feedback received from the pilot classes held in FY12. The applicable NAICS code for this acquisition is 611710. Persons may identify their interest and capability to respond to the requirement. CALIBRE developed the course material and assembled a team familiar with the requirements of the AFWCF and with the materials to be presented in this course. They have the personnel familiar with the subject and with the course material readily available to continue the work with no stoppage in work. The Air Force believes that this team is the only one that can teach the FY13 classes and capture the feedback necessary to make final revisions and corrections to the material since they have been working with the AFWCF in developing this course since its inception. Furthermore, only CALIBRE has a team familiar with the materials for this class that can make any needed adjustments in time to be able to make this training a standard course available with no stoppage in work and no delay to the FY13 classes. The Air Force expects that once this work is finished and the course materials are completed and tested that a new contract will be awarded through competition to teach the course in FY14 and the years following. This notice of intent is not a request for competitive quotations. However, the Government will consider all responses received by 14 February 2013, 1:00 PM Eastern Time. The Government will not be responsible for any cost incurred in preparation of quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a subsequent competitive procurement. All interested parties may submit a response for consideration via email to Dimitria Antonopoulos, Contracting Specialist, 240-612-6167 or email dimitria.antonopoulos@afncr.af.mil.

The Department of the Air Force, specifically SAF/SA, is conducting a sources-sought effort under solicitation FA7014-27-R-SACAS to identify industry capabilities for Campaign Analysis Support involving the Synthetic Theater Operations Research Model (STORM). The primary objective is to secure technical, analytical, and subject matter expertise to run, calibrate, modify, and integrate STORM and its associated data to inform senior Air Force leadership. The scope of work is divided into five service categories: Campaign Analysis Support, STORM Software Engineering Support, Analysis Toolkit Software Engineering Support, User Community Support, and General Support. Key activities include developing concepts of operations and mission scenarios that integrate joint warfare domains across air, space, maritime, ground, and cyberspace. The primary place of performance is the Pentagon in Washington D.C., with requirements for off-site personnel to be located within one hour of the facility. Due to the nature of the work, strict security protocols are in place, requiring personnel to hold Secret, Top Secret/SCI, and NATO Secret clearances, and to adhere to DD Form 254 and the Privacy Act. The contractor must also ensure compliance with the Risk Management Framework (RMF) and DoD cybersecurity policies, utilizing systems such as eMASS for reporting. Performance will be monitored by the Contracting Officer Representative based on specific metrics, including a 95 percent or higher on-time delivery rate for deliverables and a 95 percent resolution rate for help desk requests. Interested parties are encouraged to provide capability statements and recommendations regarding the NAICS code 541330 by the response deadline of November 16, 2026.
