The Southern Regional Contracting Office at Brooke Army Medical Center awarded a sole source contract to Dr. Candice Monson to provide Cognitive-Behavioral Conjoint Therapy (CBCT) Foundational Training for Post Traumatic Stress Disorder. This training was scheduled for April 16 and 17, 2012, at Fort Lewis, Washington, targeting groups of 30 to 50 students per session. The initiative supports the USAMEDCOM Operation Order 10-70, which mandates that active duty Army Social Work personnel, Nursing Case Managers, Psychiatric Case Managers, Nurse Practitioners, and licensed behavioral health providers be trained in evidence-based treatments for PTSD and Mild Traumatic Brain Injury. This procurement was conducted without full and open competition under FAR 13.5 and 10 USC 2304(c) because Dr. Monson and her team are the creators and sole proprietors of the CBCT treatment modality. As the leading experts in the field, they were determined to be the only source capable of providing the training with the necessary theoretical integrity. The action was certified by Contracting Officer Melissa Oliva and categorized under NAICS code 611699.

Full Description

This contract action was accomplished using other than competitive procedures because the procurement is awarded to a sole source under the Test Program for Certain Commercial Items (FAR 13.5). See posted J&A for further information. MEMORANDUM FOR RECORD FOR OTHER THEN FULL AND OPEN COMPETITION 1. Contracting Agency: Southern Regional Contracting Office, Brooke Army Medical Center (BAMC), Fort Sam Houston, TX 78234 2. Description of Action: Sole source acquisition with Dr Candice Monson, to procure Cognitive-Behavioral Conjoint Therapy (CBCT) for Post Traumatic Stress Disorder (PTSD) Foundational Training. Training will include two day trainings on 16 and 17 April 2012 (30-50 students per training) at Fort Lewis WA. 3. Description of Products/Services: This acquisition is for CBCT Training at Fort Lewis, WA, by Dr. Candice Monson and her certified facilitators. USAMEDCOM Operation Order (OPORD) 10-70 Comprehensive Behavioral Health System of Care Campaign Plan (CBHSOC-CP) requires that all Army active duty Social Work personnel, Nursing Case Managers, Psychiatric Case Managers, Nurse Practitioners and licensed behavioral health providers be trained to provide evidenced based treatment for Post Traumatic Stress Disorder (PTSD)/Mild Traumatic Brain Injury. 4. Authority Cited: 10 USC 2304(c) as implemented by FAR 13.106-1(b) (1), Soliciting from a single source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name or industrial mobilization). Reason for Cited Authority: The Soldier and Family Support Branch of the Department of Behavioral Health Sciences has requested that we bypass competition and enter into negotiations with Dr. Candice Monson, who is the leading expert in training professionals in the use of Cognitive-Behavioral Conjoint Therapy (CBCT) for Post Traumatic Stress Disorder (PTSD). The AMEDD Center and School cannot adequately (with theoretical integrity) provide the quality of training required without Dr. Monson's team direct involvement. Dr. Monson's team is the sole proprietors and creators of Cognitive-Behavioral Conjoint Therapy for Post Traumatic Stress Disorder treatment modality. They are recognized throughout the field of psychology as the leading experts in the area of PTSD, therefore Full and Open Competition need not be provided for. 5. Contracting Officer Certification: I certify this justification is accurate and complete to the best of my knowledge and belief.
