The 42nd Contracting Squadron at Maxwell AFB intends to award a sole source, firm-fixed-price contract to J D Hunter Associates for delivering a Service Centered Leadership presentation tailored specifically for the Air Force Senior Non-Commissioned Officer Academy (AFSNCOA). This contract covers a base year from October 1, 2006, to September 30, 2007, and includes two annual presentations of a two-hour leadership lecture to 300 newly promoted Chief Master Sergeants (CMSgts). Additionally, two optional one-year extensions are planned for fiscal years 2008-2009 and 2009-2010, each with similar presentation schedules and necessary direct costs such as travel, lodging, and meals reimbursed under the Joint Travel Regulation. All costs exceeding JTR guidelines require prior approval from the contracting squadron. The sole source justification emphasizes that Jim Hunter, the principal presenter, is uniquely qualified due to his proprietary leadership content and the fact that he authored a key leadership book, reinforcing his exclusive capability to deliver this critical curriculum. His presentations have been integral to the Air Force’s Chief Master Sergeant Leadership Course, providing vital consistency with senior officer leadership training and aligning with strategic leadership goals. Hunter’s proven track record, including high relevancy ratings and tailored content for recently promoted CMSgts, supports the contract’s award without competition, although other potential providers were invited to respond by January 8, 2007. This procurement supports the standardized leadership development of senior enlisted Air Force personnel at the AFSNCOA, which is the only authorized venue for this training.
