The United States Air Force Academy plans to award a sole source purchase order to The Princeton Review Inc. through simplified acquisition procedures for the procurement of lists of diversity students interested in attending the Academy. These lists are generated from the Princeton Review Initiated Student Match (PRISM) program, which uniquely identifies qualified students with specific interest in engineering or military education. The Princeton Review is deemed the only responsible source capable of providing this specialized data, as the students included have been vetted and matched based on their clear interest and qualifications, unlike generic lists of potential applicants. This acquisition is considered non-competitive, as no alternative sources are believed to offer equivalent services that meet the Academy’s needs. The notice invites interested parties to assert their capability to supply comparable services by November 21, 2006, but if no valid responses are received, the Academy will proceed with the sole source award to The Princeton Review. The contract falls under NAICS code 611710 and is managed by the Department of Defense office at the USAF Academy in Colorado. The procurement supports the Academy’s efforts to identify diverse, qualified candidates for enrollment in its programs.

Operational Contracting, US Air Force Academy intends to award a sole source purchase order utilizing simplified acquisition procedures to The Princeton Review Inc for purchase of lists of diversity students interested in the United States Air Force Academy through the Princeton Review Initiated Student Match (PRISM) program. Princeton Review is the only source for the specific match of qualified diversity students who are interested in an engineering or military school. These students are not random names to be purchased but students that come to us qualified with interest and are cleared by PRISM. Supplies and/or services are available from only one responsible source. No other type of supply or service will satisfy agency requirements. Interested persons may identify their interest and capability to meet this requirement. This Notice of Intent is NOT a request for competitive proposals. If no response is received by November 21, 2006 to the effect that comparable supplies and/or services are available that would be more advantageous to the Government than obtaining these supplies and or services though a sole source procurement with The Princeton Review a sole source award will be made.

USAFA Rapid Acquisition Commercial Solutions Opening (CSO)
Solicitation # FA7000-25-S-C001
The USAFA Rapid Acquisition Commercial Solutions Opening (CSO) FA7000-25-S-C001 is an umbrella solicitation designed to acquire innovative commercial technologies and services to support the United States Air Force Academy's mission in leadership, academics, fitness, and professionalism. Operating as a CSO with Calls, this vehicle does not request proposals upon initial issuance but instead establishes a framework for future requirements. The government issues specific Calls for proposals as amendments to the CSO, with awards typically taking the form of FAR Part 12 commercial contracts or Other Transactions (OT). Proposals are evaluated based on technical merit, importance to agency programs, and funds availability, with the government seeking the best overall value. To date, the CSO has issued six distinct Calls focusing on diverse operational needs. These include strategic admissions outreach (Call 001), military exoskeleton technology to enhance warfighter lethality (Call 002), autonomous virtual perimeter monitoring for situational awareness (Call 003), and warfighter training support services for a 47-month cadet continuum (Call 004). More recent efforts include the implementation of AI-powered automated high school and college transcript processing (Call 005) and a comprehensive brand analysis to develop a Strategic Brand Roadmap (Call 006). Due to the handling of Controlled Unclassified Information (CUI), certain requirements, particularly for AI and IT solutions, restrict participation to U.S. Persons, including U.S. citizens and lawful permanent residents.
