JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION National Registry Paramedics Course Justification The following justification for using other than full and open competition is provided in accordance with the requirements at Federal Acquisition Regulation (FAR) 6.303-1 and the content provided at FAR 6.303-2. 1. Contracting Organization: Departments of the Army and the Air Force National Guard Bureau Office of the US Property and Fiscal Officer (USPFO) for Montana Purchasing & Contracting Division PO Box 4789 Helena, MT 59624-4789 2. Description of Action: The MT ARNG has a requirement for a 1 National Registry Paramedics Course that complies with the National Highway Traffic Administration's 1999 Paramedic National Standard Curriculum. 3. Description of the Supplies: The Montana National Guard has a requirement for a 1 National Registry Paramedics Course. Course is for one service member. Course shall be self-paced and provided in a hybrid learning environment that provides a combination of self-paced distance learning with hands on clinical. Course shall comply with National Highway Traffic Safety Administration's 1999 Paramedic National Standard Curriculum and include hands on practice sessions as well as an in-residence final testing portion. 4. Authority Cited: Subject acquisition is excepted from full and open competition pursuant to the authority of 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1 (a)(2)(ii)(A). Only one source and no other supplies or services will satisfy the agency requirements. 5. Applicability of Authority: Percom Online is the only known vendor that can satisfy the agencies requirement for a 1 National Registry Paramedics Course that complies with the National Registry Paramedics Course. 6. Efforts to Obtain Competition: A sources sought was posted on Fed Biz Ops on 04 February 2013 with a closing date of 11 February 2013 (W9124V-13-T-0008). No responses were received. 7. Market Research: See paragraph 6. 8. Interested Sources: To date, no other sources have written to express an interest. 9. Other Facts: None. 10.
