The U.S. Secret Service Training and Administrative Procurement Branch plans to negotiate and award a sole source contract with Harris Corporation, Wireless Products Group, for proprietary training services and hardware related to Harris’s Stingray/Amberjack, Gossameer training, and DF Accessory Kit. The items and services are unique and proprietary, with no specifications or drawings available from the Government, making Harris Corporation the only known provider capable of meeting the agency’s requirements. The award will be made under Simplified Acquisition Procedures pursuant to the statutory authority permitting other-than-full-and-open competition due to the single-source nature of the procurement. Interested companies capable of supplying these proprietary services or items were invited to express interest by July 13, 2004, by submitting capability statements, though the Government reserved the right not to compete the requirement following the review of responses. There is no formal solicitation package, and all communications must be in writing, with no oral discussions allowed. The Department of Homeland Security’s FLETC Glynco Procurement Office oversees this procurement, which falls under NAICS code 611699, and the Government will not cover any costs related to the preparation of responses.
