The United States Special Operations Command (USSOCOM) is conducting market research to better understand the current offerings, trends, and best practices in foreign language and immersion training services for its components. This effort aims to support USSOCOM’s ongoing need for language instruction focused on communicative competence in social, general interest, and military contexts. The training will cover speaking, listening, reading, and writing skills as defined by the Performance Work Statement (PWS) and assessed through established proficiency tests such as the Defense Language Proficiency Test (DLPT) or Oral Proficiency Interview (OPI). Instruction is to be tailored to languages that align with USSOCOM's mission requirements, emphasizing speaking skills and job-relevant language use in conversation, following principles used by recognized language learning institutions like the Defense Language Institute and the Foreign Service Institute. As part of this effort, the Government released market research questions and a draft PWS on the Federal Technical Data Solution (FedTeDS) website to solicit input from both DoD-based and commercial providers. This phase is intended solely to enhance the Government’s understanding of industry capabilities and innovative approaches, not to solicit proposals or promote business development. Responses are due by November 3, 2006, with planned follow-up meetings for selected respondents in Tampa, Florida, on November 14-15, 2006. Interested parties are directed to submit electronic responses and direct inquiries to the designated points of contact. The Government commits to protecting any proprietary information submitted and will use the insights gained to inform future requirements related to language training services within USSOCOM.
