U006--CH36 - Personalized Career Planning & Guidance (PCPG) - Continental

The Department of Veterans Affairs, through the Veterans Benefits Administration, has awarded an Indefinite-Delivery Indefinite-Quantity contract under Chapter 36 of Title 38 USC to provide Personalized Career Planning and Guidance services to Veterans, Servicemembers, and eligible dependents within the Continental District. The contract is a 100 percent Service-Disabled Veteran-Owned Small Business set-aside with a base period of eight months commencing April 1, 2026, and up to four one-year option periods extending through November 30, 2030, with a maximum potential value of nine million dollars. Contractors are required to deliver comprehensive educational and vocational counseling, including assessments to establish personalized goals, removal of barriers to achievement, and navigation of VA benefits, culminating in the development and submission of deliverables such as the Personalized Development Plan, Employment Service Reports, Educational Service Reports, and Counseling Session Service Reports. All deliverables must be completed within 30 calendar days following each service event and meet an acceptable quality level of 90 percent timeliness and scope compliance, verified by Veterans' satisfaction ratings. Performance occurs nationwide at VA-designated counseling locations, with all reports submitted electronically through the Centralized Administrative Accounting Transactions System or approved EDI formats, and payments processed exclusively via Electronic Funds Transfer. The contractor must employ key personnel with specific credentials—a Program Manager with a bachelor’s degree and relevant experience, and licensed Counselors holding a master’s degree or equivalent experience—and any substitution requires prior written approval from the Contracting Officer. All staff must pass federal background investigations to meet VA security standards, and compliance with data breach reimbursement clauses, subcontracting limitations, and federal prohibitions on telecommunications equipment or Iran sanctions is mandatory. Proposals were evaluated based on technical, past performance, and price volumes with strict formatting, page, and submission requirements, and award was made in accordance with the SAM.gov registration and certification process, ensuring only certified SDVOSBs are eligible.
