The 319th Contracting Squadron at Grand Forks Air Force Base is seeking proposals for a construction contract involving the building of three support structures to install ground data terminal antennas as specified in the project drawings. The work includes excavation, laying concrete foundations, erecting steel support structures, and providing electrical power, communication, and grounding connections necessary for the antenna systems. Additionally, the contractor will construct gravel access roads to the antenna sites, perform finish grading, and seed any disturbed areas. The project site is within a restricted area on the base, and this is an unrestricted acquisition with a firm fixed-price contract estimated between $500,000 and $1,000,000. The expected project timeline is 150 days, excluding a winter period from November 1 to April 30 when work is not permitted. Proposals will be solicited through a Request for Proposal using a Performance Price Tradeoff method, with contract award based on best value rather than lowest price, in accordance with FAR Part 15. Offerors must be registered in the Central Contractor Registration and ORCA databases to have their proposals considered. The solicitation is categorized under NAICS code 237130 (Power and Communication Line and Related Structures Construction) and adheres to a small business size standard of $33.5 million. The solicited documents will only be accessible through the federal government’s online portal, FedBizOpps, with no paper or physical copies provided. Although the solicitation was expected to be posted around June 22, 2010, funds are currently not available, and no contract award will occur until funds are secured. The government reserves the right to cancel the solicitation before or after the closing date. Points of contact for inquiries include Carolyn Cooper and Contracting Officer Jeremiah Snedker at the Grand Forks AFB.
