Harbel, Inc. is seeking MBE, DBE, and WBE subcontractors and suppliers for a targeted green-street retrofit project in downtown Romney, West Virginia. The project involves the construction of approximately 343.59 linear feet of South Marsham Street between Gravel Lane and US Route 50. The scope of work includes the installation of 1,450 square feet of permeable pavement, eight vegetated stormwater management cells, and necessary drainage, underdrain, inlet, pipe, tie-in, and downspout work. This Source Sought Notice is being posted and is intended only as an Expression of Interest (EOI). This is not a solicitation, and no reimbursement will be made for any costs associated with providing information in response to this notice. The work requested consists of design and construction services at the Nevada National Security Sites (NNSS). The potential offeror(s) will be required to travel and provide construction services to Mission Support and Testing Services (MSTS) at the NNSS.

This Source Sought is for a potential award of a Construction Subcontract. This work will encompass comprehensive flush and test (F/T) services for the new cooling water systems piping, executed precisely according to the design documents. Furthermore, the SUBCONTRACTOR shall be responsible for the end-to-end provision of critical components: including the design, procurement, and fabrication of three Cooling Water Distribution Units (CDWUs), nine associated distribution manifolds, and 25 associated Chilled Doors. This also entails providing all necessary specialty valves, flowmeters, level, pressure, differential pressure, and temperature sensors for various UCEP support systems. Beyond component provision, the SUBCONTRACTOR will furnish highly skilled and technically adequate support for the installation of all components, as well as the identification, vetting, and management of a qualified sub-tier to execute the specialized flush and test services for the entire integrated system. While MSTS's Project Management Office retains oversight of project controls, the inherent complexities of these interconnected systems, coupled with their critical role within the PULSE facility's SCE mission, necessitate a SUBCONTRACTOR with a proven, system-wide understanding and the capability to manage all facets of this integrated effort, rather than fragmented expertise.

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) for DOE
Solicitation # 06172026-Fritz
The Department of Energy, in partnership with the National Nuclear Security Administration, is launching the Bolstering Underutilized Industry by Leveraging Technology Transfer program to connect small and medium-sized U.S. businesses with low-volume, high-impact technologies developed at DOE and NNSA facilities. These technologies, often mission-critical and excluded from traditional commercialization pathways due to narrow market demand, will be made available through a new Cost Reduction License mechanism that enables qualified SMBs to manufacture and supply them directly to federal agencies at fair and reasonable pricing. The initiative, piloted through the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to stimulate economic growth by empowering small manufacturers while ensuring continuity of critical government supply chains. Eligible participants must be U.S.-based businesses as defined by the Small Business Administration, with preference given to those located near the participating DOE/NNSA sites or holding designations such as SBA 8(a) or HUBZone. Interested firms will undergo a vetting process to confirm technical capability and alignment with available technologies, followed by tailored matchmaking with suitable opportunities. The program will be executed in phased stages including technology identification, SMB sourcing, licensing negotiation, and pilot implementation, with educational support provided to guide participants through licensing and production requirements. Regional economic development partners may also offer cost-sharing assistance. The pilot, funded by the DOE Office of Technology Commercialization and NNSA, is designed as a scalable model for broader government use, with submissions accepted through June 17, 2026, and responses due by April 1, 2027, via email to TPIP@nv.doe.gov. Participation does not guarantee award or compensation, and responses are strictly for informational purposes under the terms outlined.
