AI Contract Overview
The State of Utah, through the Utah Department of Transportation’s Procurement Services Division, is soliciting bids for the delivery of 25 M30 P1 Crash Rated Bollards and Covers under Solicitation Number UDOT260264CN. The contract is issued as an Invitation for Bid (IFB) in accordance with the Utah Procurement Code and Utah Administrative Code, which take precedence over any conflicting provisions in the solicitation. Award will be made to the lowest responsive and responsible bidder, with no requirement for installation, as UDOT will handle that work. Delivery is fixed at Mt Pleasant Utah Station, 440 North Highway 89, Mt Pleasant, Utah, under F.O.B. Destination Freight Prepaid and Allowed terms, meaning the contractor retains liability for loss or damage until the State accepts the goods upon arrival. Time is of the essence, and failure to meet deadlines may result in default. The basis of award is Lowest Price Technically Acceptable, where technical compliance is assumed if the bid is responsive, and price is the sole differentiator. The contract incorporates State of Utah standard terms and conditions, requiring strict adherence to federal and state laws, including Title VI, Title VII, the ADA, E-Verify participation, and the Utah Government Data Privacy Act. Contractors must certify they are not debarred, not engaged in any boycott of Israel, and will comply with employment practices prohibiting discrimination and harassment. All deliverables, including any customized components, are considered work-made-for-hire and fully owned by the State upon payment. The contractor must provide background checks for personnel accessing state premises, maintain confidentiality of all state information indefinitely, and obtain prior written approval before publicly referencing the contract. Invoices must be submitted within 30 days of delivery and include the solicitation number, with payment processed via EFT, check, or Purchasing Card through the State’s accounting system. No specific packaging, marking, or technical standards (e.g., MIL-STD) are detailed, and no formal evaluation weights, CAGE codes, or socioeconomic certifications are required. The solicitation does not specify proposal format, page limits, or submission portal, but requires documentation sufficient to prove compliance with all specifications.
