AI Contract Overview

The Utah Department of Transportation (UDOT) has issued a notice of intent to award a sole source contract for the AASHTOWare Safety software modules, which are proprietary products provided exclusively by the American Association of State Highway and Transportation Officials (AASHTO). The contract, valued between approximately $570,000 and $2 million, is intended to support critical functions such as statewide crash data analysis, safety screening, project safety assessments, and alternative design evaluations. The department emphasizes that AASHTOWare Safety is unique and essential for their operations, and no feasible modifications or alternatives exist that would allow for a competitive procurement process. This notice serves as a public opportunity for other qualified suppliers to challenge the sole source justification by submitting detailed documentation if they believe alternative solutions are available. The process outlined indicates that if no valid challenges are received by the response deadline, UDOT may proceed with awarding the contract without engaging in a standard competitive solicitation. The notice underscores that this is not a solicitation but a procedural step to ensure transparency and fairness in the procurement process. The procurement is justified under circumstances where a single source is necessary due to the proprietary nature of the software, significant transitional costs, or impracticality of standard procurement methods. The contract management and communication are overseen by Jeffery Barnes of UDOT, with further details accessible through the provided online link.

Project Description NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS This is NOT a request for competitive solicitation. This is a public notice for comment regarding a proposed procurement without engaging in a standard procurement process if it is determined that the following exist: • there is only one source for the procurement item; or • transitional costs are a significant consideration in selecting a procurement item; or • the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. The intent of this notice is to determine if there are any other interested and qualified suppliers that meet the requirements of this procurement. For information regarding the specifics of this proposed procurement, please see the justification documentation attached within this notice. If a party agrees that this proposed purchase is a valid sole source, NO ACTION IS REQUIRED.
