The Utah Department of Transportation (UDOT) has issued a solicitation to select a qualified firm for the development, implementation, and maintenance of a Vehicle-to-Everything (V2X) Maintenance and Management System supporting its Connected Vehicle Ecosystem. The project aims to establish a cloud-based platform capable of managing data from roadside units and onboard vehicle units, supporting applications such as traffic safety, incident management, and data sharing across Utah’s transportation infrastructure. The contract is anticipated to be awarded as a single award for an initial five-year period, with five optional renewal years, potentially extending the total duration to ten years. The scope emphasizes system scalability, interoperability, real-time analytics, and ongoing support, with a focus on cost-effective cloud hosting, data management, and optional feature enhancements. Vendors are encouraged to propose innovative solutions beyond minimum requirements, with detailed pricing submitted via a structured pricing sheet covering licensing, installation, support, cloud services, and optional features. The procurement process involves a comprehensive evaluation framework combining technical merit, system demonstration, and cost competitiveness. Mandatory minimum qualifications include demonstrated experience with cloud-based V2X systems supporting deployments of over 50 roadside units, proven interoperability with public agencies, and data sharing capabilities. Proposals are scored on a weighted rubric, with technical requirements accounting for nearly 60% of the total score, followed by system demonstrations and cost proposals. The evaluation emphasizes the vendor’s ability to meet project requirements, system support, and additional scope features, with proposals needing to meet a minimum technical threshold to proceed to demonstration and pricing assessment. The process culminates in a best-value award to the offeror with the highest combined score, with UDOT reserving the right to request final offers and conduct negotiations. The contract incorporates Utah’s standard terms and conditions, IT-specific clauses, and federal security and accessibility standards, ensuring compliance with state procurement laws, data security protocols, and confidentiality requirements. Proposal submissions must adhere to strict electronic filing protocols, with detailed instructions on formatting, confidentiality claims, and submission deadlines, set for October 15, 2025.
