(I) This is a solicitation for commercial products or commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) part 12. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.



(II) This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquistion.gov/far-overhaul, and as otherwise noted in the attached provisions and clauses.  



(III) See Block 10 of the SF1449 for the applicable North American Industry Classification (NAICS) code and whether this solicitation is set aside for any socioeconomic programs.



(IV) All quotations shall include a firm-fixed-price for Item Numbers 0001, 0002 and 0003 in the solicitation. Quoters may alternatively submit a quotation with an alternative structure that is consistent with their standard commercial practice, if applicable.



(V) The requirements for Item Numbers 0001 through 0003 are included in the minimum specifications.



(VII) Quoters must possess an ACTIVE registration in the System for Award Management system, www.SAM.gov, when submitting a quotation and shall continue to be registered until time of award, during performance, and through final payment of any purchase order resulting from this solicitation. If the quoter’s SAM.gov registration is not active, when NIST receives the quotation, the quotation will not be considered for award.



(VIII) The provision at RFO 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services (DEVIATION Jan 2026), applies to this acquisition. See Addendum to RFO 52.212-1 below.



DUE DATE AND TIME FOR FOR QUOTATIONS


Quoters shall submit their quotation, in accordance with the Addendum to RFO 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services (DEVIATION Jan 2026) in this solicitation, s via email so that they are received at the following email addresses by no later than 11:00 AM Eastern Time, September 18, 2026: collin.randall@nist.gov with a courtesy copy to joseph.widdup@nist.gov



Please reference the RFQ number in the subject line of all email communications. Quotations shall not be deemed received by the Government until the quotation is received at the e-mail address(es) set forth above. Quotations which do not reference the RFQ number in the subject line of email communications may not be considered for award.



INQUIRIES:


Quoters must submit all questions concerning this solicitation in writing collin.randall@nist.gov, with a courtesy copy to joseph.widdup@nist.gov.  Questions should be received at those email addresses no later than September 15, 2026. Contracting Officer responses to timely submitted questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the responses included in the amendment to the solicitation will be deemed as the Government’s formal response and govern performance of the purchase order.



Quotation Preparation Instructions:



Addendum to RFO 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services (DEVIATION Jan 2026):


This addendum replaces paragraph (a) in provision 52.212-1.


(a) Submission of quotations. Submit quotations to the office specified in this solicitation at or before the exact time specified in this solicitation. As a minimum, quotations shall include—


(1) The solicitation number;


(2) The name, address, telephone number of the quoter;


(3) The quoter’s Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator;


(4) Information necessary to whether the quotation clearly and unambiguously meets minimum specifications in the solicitation;


(5) An FOB destination price for Item Numbers 0001 through 0003 in the solicitation;


(6) Whether each quoted end product is a domestic end product and, if not, the country of origin for each quoted end product;


(7) If applicable, evidence that the quoter is authorized by the original equipment manufacturer to sell the end products in the quotation.


(8) Responses to provisions that require quoter completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM)), including:
