Umbilical Interface Connectors

NASA Johnson Space Center has a requirement for hardware deliverables and tasks associated with Umbilical Interface Connectors (UICs) in support of the Orion Crew Survival Systems (OCSS) project. NASA Johnson Space Center intends to purchase the items from Airlock Inc. The hardware being ordered is highly specialized and unique to this vendor. This procurement is part of follow-on work for this vendor as this same hardware has been procured prior to this contract. Previous work included research and development work on prototype units to develop the flight hardware units that are being procured in the contract. Awarding to a new source would result in substantial duplication of cost to the government due to the development and testing practices that have already been developed with the current vendor. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 8/21/2019. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
