Unarmed Security Guard Services

The state of Kansas, acting as the lead state for the NASPO ValuePoint Cooperative Purchasing Program, has established Master Agreements for Unarmed Security Guard Services under solicitation NASPO-ADT-177 (RFP EVT0009938). This cooperative agreement is available for use by state governments, institutions of higher education, political subdivisions, the District of Columbia, U.S. territories, and other eligible entities, subject to local procurement director approval. The contract provides a three-year initial term with a possible 24-month renewal, totaling up to five years. The portfolio covers eight regions and was awarded to four suppliers based on a trade-off evaluation process that weighted technical merit at 72 percent and cost at 28 percent. The scope of work involves providing qualified, licensed security personnel, communication systems, and necessary equipment such as metal detectors and flashlights. Performance is measured by compliance with federal, state, and local laws, with inspection and acceptance occurring at the destination delivery point. While no guaranteed minimum or maximum sales volume is established, the agreement utilizes a firm fixed-price structure for hourly rates for guards and supervisors. Administrative fees are remitted to the State of Utah Division of Purchasing. Contractors must adhere to strict data confidentiality and security breach notification requirements and are prohibited from using the state's name in promotional materials without prior written approval.
