Unclassified Conditional Use Permit Application No. 3821 & Initial Study No. 8708

Fresno County is processing Unclassified Conditional Use Permit Application No. 3821 and Initial Study No. 8708 to amend the Panoche Rd. Major Interchange Master Plan. This project, submitted by applicant Jia Lui on behalf of Tesla, authorizes the installation of an EV Truck Charging Station and associated DC Fast Charging EV Stations on two parcels (APNs 027-190-32S and 027-190-42S) located at the northwest corner of W. Panoche Rd. and Interstate 5. The facility will feature sixteen semi truck charging stalls, eight semi truck parking stalls, and restroom amenities within the AE-40 Exclusive Agriculture Zone District. The project has undergone environmental review under the California Environmental Quality Act, resulting in a Mitigated Negative Declaration. Evaluations concluded that the project would have less than significant impacts on aesthetics, air quality, and tribal cultural resources, with no significant impact on agricultural zoning. Compliance is required with Fresno County General Plan Policy LU-D.6 and Zoning Ordinance Section 860.E.2 regarding aesthetic excellence and landscaping.
