Underground Fuel Storage Tanks (UST) Refurbishment Services - Tokyo

The U.S. Embassy Tokyo is soliciting quotations for the refurbishment of two underground fuel storage tanks (USTs), each with a capacity of 28,000 liters, at the Mitsui Housing Compound in Tokyo, Japan, under solicitation number 19JA8026Q0021. The work includes lining or refurbishing the tanks, installing a new inventory control and leak detection system, connecting the tanks to existing supply and return lines, conducting final system tests, and providing training to Embassy personnel. All materials and equipment must be new, and all work must comply with US ACE EM-385 standards for confined space entry and additional safety requirements under DOSAR 652.236-70. The contract is a firm fixed price, requiring the offeror to include all labor, materials, insurance, overhead, and profit in the proposal, with no performance or payment bonds required. The estimated performance period is 90 calendar days from the Notice to Proceed, and the entire project must be completed and ready for use by that deadline, with no extensions permitted except through a formal written contract modification signed by the Contracting Officer. The response must consist of four volumes: completed SF-18 form, detailed pricing in specified currency, completed representations and certifications (including compliance with clauses such as 52.203-17, 52.204-10, 52.225-25, and others), and a technical/business proposal demonstrating the proposed superintendent’s bilingual proficiency in English and Japanese, list of subcontractors, evidence of a permanent business presence in Japan, and five years of similar past performance. The evaluation will follow a lowest priced, technically acceptable (LPTA) approach, where completeness, technical acceptability, and responsibility are pass/fail gates; failure in any criterion eliminates the quotation.
