As a 501(c)(3) organization and the education and research arm of the National Association of State Workforce Agencies, CESER brings specialized expertise in UI and workforce development, offering scalable tools and rapid alerts on emerging fraud schemes to enhance integrity across all states. The center’s core responsibilities include developing and distributing practical resources, promoting innovative solutions that can be adopted nationwide, and ensuring states are promptly informed of new threats and improper payment patterns. The operation is managed through the U.S. Department of Labor, with Jeannette Flowers as the designated point of contact for inquiries. The agreement reflects a long-standing partnership between the federal government and CESER to strengthen the resilience of the Unemployment Insurance system through targeted education, research, and collaboration with state administrators.
