This contract involves the procurement of unisex dress gloves in two distinct varieties: Black and Heritage Walnut. The Black gloves adhere to the Purchase Description A-A-50386 dated March 1991, while the Heritage Walnut gloves follow GL-PD-19025A dated February 2020, each with specific pattern dates. The solicitation is divided into two independent lots: Lot 0001 is unrestricted and accounts for 70% of the government’s total requirement, while Lot 0002 is a total small business set-aside, covering the remaining 30%. Both lots will be awarded as Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with a base period containing five annual tiers. Only the first tier has a guaranteed minimum quantity—65,880 pairs for Lot 0001 and 28,230 pairs for Lot 0002—with respective contract maximum quantities of 1,050,900 and 450,450 pairs over the contract’s life. Annual estimated quantities increase slightly in subsequent tiers. Evaluation of proposals will follow a Best Value, Trade-Off Source Selection process, prioritizing non-price factors such as product demonstration, past performance, and small business support (applicable to the unrestricted lot) over cost. Offerors must provide sample gloves in specified sizes for evaluation. Production lead time is set at 120 days, with delivery locations including Pendergrass, GA; Lansing, MI; and Austin, TX. This acquisition requires all components and manufacturing processes to be domestic, in compliance with relevant federal restrictions and the Berry Amendment, allowing only domestic tanning and processing of certain leather materials. The solicitation will be posted electronically on the DLA Internet Bid Board System, and all prospective contractors must be registered in the System for Award Management. The Defense Logistics Agency Troop Support office in Philadelphia manages the contract, with designated points of contact available for inquiries.
