The Government intends to issue a modification to extend GSA Contract #GS00Q14OADU126, Task Order (TO) #47QFMA19F0014 with Amentum for 18 months to continue the Construction Site Security Services (CSSS) Support for the United States European Command (USEUCOM) from 11 June 2023-10 December 2024. The USEUCOM CSSS TO is a Time and Materials (T&M) TO that was competitively awarded under GSA OASIS on 04 June 2019 with a 12-month base period and three (3) 12-month options. This TO is set to expire 10 June 2023 if no action is taken. This extension is to prevent a lapse of service while providing the Government the necessary time to transition the subject support to the Theater Military Intelligence Support Services (TMISS) TO, currently being procured under ASTRO. It is anticipated that the TMISS TO will be awarded in March 2024. An estimated 180-day transitional period will then be needed to allow adequate time for transferring Government Furnished Equipment (GFE) and information (GFI), setting up security environments with the incoming contractor and allowing the incoming contractor time to ramp up staff and gain the current program knowledge and technical proficiency needed to provide the required services. The transition will also allow for host country Status of Forces (SOFA) submissions, reviews, and approvals that enable contractor staff to work in Germany.
