Biomedical Research Application Evaluation and Support (BRAES)
Solicitation # HT942727RE006
The Biomedical Research Application Evaluation and Support (BRAES) contract is a performance-based, non-commercial Multiple Award Indefinite Delivery Indefinite Quantity (MA-IDIQ) solicitation issued by the Defense Health Agency for the Congressionally Directed Medical Research Programs. With a ceiling cost of 137 million dollars and an estimated period of performance from January 2027 to January 2032, the contract supports the evaluation of biomedical research applications. The scope is divided into four primary areas: funding opportunity announcement set-up, oversight of application receipt and processing, application compliance review, and scientific merit peer review. While the first three tasks are awarded to a single vendor via the eBRAP task order, the scientific peer review tasks are awarded to multiple vendors through Science Administration and Management (SAM) task orders, which require the operation of a secure, contractor-owned, contractor-operated (COCO) web-based system. The government will utilize a Highest Technically Rated with a Fair and Reasonable Cost/Price approach to select approximately three awardees. Evaluation factors include technical approach, management approach, past performance, and small business participation, with cost and price serving as the final check for the highest-rated proposals. Key requirements for offerors include an active SAM registration, a CMMC Level 1 self-assessment, and the submission of a five-volume proposal by December 2, 2026. Contract administration involves a mix of Cost Plus Fixed Fee and Firm Fixed Price arrangements, with invoicing processed through the Wide Area Workflow system. Performance is monitored via Quality Assurance Surveillance Plans using random sampling and 100 percent inspection to determine CPARS ratings based on accuracy and schedule adherence.

IAFC has the existing capabilities to deliver outreach, information, and training targeted toward EMS Medical Community, government organizations and the fire and EMS services, including both career and volunteer, federal and local partners, including outreach at national level conferences and workshops. They also possess expertise in conducting complex studies at the national level and are capable of promoting and providing national level leadership education and training. IAFC serves as the voice and advocate for fire service leadership in the national arena and provide tools, resources, and programs for all types of fire and EMS departments and responders; including both career and volunteer.
