Upgrade and New Installation of Intrusion Detection System (IDS)

This contract mandates the upgrade of existing analog intrusion detection systems (IDS) to modern Internet Protocol (IP)-based digital alarm control panels and the installation of new standalone IP-based IDS systems in offices lacking any existing coverage. Each system must include an IP alarm control panel, at least one keypad, a locking metal enclosure, and all necessary components to ensure full functionality, with potential requirement for wireless point-to-point transceivers to support communication where network infrastructure is insufficient. The alarm control panel must enable two-way network communication for monitoring, alarm reporting, diagnostics, programming, and maintenance, ensuring real-time system oversight and responsiveness. All old components, including sensors and end devices, must be replaced with current-generation equipment compatible with the new IP-based panels, delivering a complete, turnkey solution ready for immediate use. The intrusion detection system must operate independently of the GSA Enterprise Physical Access Control System (EPACS) while being fully integrated with the FPS-approved Gallagher EPACS platform during installation to ensure interoperability within federal security protocols. The project is scoped under NAICS code 561621 and is designated as a small business set-aside, with performance expected across DHS locations under the purview of the Department of Homeland Security.
