Full Description

The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with Prime One Contracting, LLC, to Upgrade Dynomometers 1, 2, & 5 to Communicate with New Test Cell System. The upgrade will alleviate obsolescence of the dynamometer control system and user interface to enable automated data handling with other integrated test site systems. These modifications will be made to the embedded control system and user interface. This will allow the U.S. EPA to efficiently provide automation of data processing across laboratory test sites with Tier 2 Test Equipment for the Office of Air and Radiation, Office of Transportation and Air Quality, National Vehicles Fuels and Emissions Laboratory located in Ann Arbor Michigan. This requirement is for the contractor to supply and install their CDC1000 software upgrade kit and provide EPA with an updated user interface from DOS "Dyno" to Windows "Windyno V1.20 P1" with features that are off-the-shelf compatible with other existing dynamometer and test site instrumentation systems. The contractor shall provide and install upgrade kits for up to three Horiba 48 inch Light Duty Vehicle chassis dynamometers. Prime One is the proprietary owner of the Horiba dynamometer software. The control computer continually regulates the Power Exchange Unit (PEU) to provide road load and inertia simulation using the method patented by Horiba under U.S. patent 4,327,578. Prime One has serviced and repaired these dynamometers and is familiar with service, repair history and procedures. Prime One has established procedures for diagnostics and calibration that is proprietary to Prime One and not available to other contractors. This procurement will be conducted under the authority of FAR Part 12, Acquisition of Commercial Items and Part 13, Subpart 13.5(a)(1). The NAICS is 334513. Interested firms may identify their interest and capability to respond to the requirements. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
