Upgrade of four (4) SR Hawk Receiver/Transmitter Units

The Federal Aviation Administration is proceeding with a single-source contract negotiation with SRCTec LLC of North Syracuse, New York, to upgrade four SR Hawk Receiver/Transmitter Units from Spiral 6 to Spiral 7 for use as spare components in CBP’s MVSS-R systems. This procurement is justified on the basis of SRCTec’s exclusive proprietary knowledge of the system’s architecture, firmware, diagnostic tools, calibration procedures, and hardware integration, none of which are accessible to other vendors. The upgrade requires specialized equipment and configuration management processes that are controlled solely by the manufacturer, eliminating the possibility of competitive bidding. The action aligns with FAA Acquisition Management System guidelines permitting sole-source procurement when unique technical expertise is essential and unavailable elsewhere. The North American Industry Classification System code for this effort is 334511, covering the manufacturing of aeronautical navigation systems, with a small business size standard of 1,350 employees. The procurement is not a solicitation or request for proposal, and no competition is being solicited. The contract will be managed by the Department of Transportation’s 6973GH Franchise Acquisition Services out of Oklahoma City, with performance occurring at SRCTec’s facility in North Syracuse, New York.
