The contract, titled UPC South 2026 and issued by the Ohio Department of Natural Resources, Division of Mineral Resources Management (DMRM), solicits bids for a Unit Price Contract focused on small, abandoned mine land emergency reclamation projects within the southern region of Ohio. Covering eleven counties including Athens, Gallia, and Scioto, the contract addresses emergency issues like pothole subsidence, small gob fires, landslides, and preliminary investigations prompted by landowner complaints. The contract period extends from July 1, 2026, through June 30, 2027, with a mandatory pre-bid meeting set for May 5, 2026. Work will involve earthwork operations such as excavation, compaction, and reshaping of terrain to meet drainage and slope standards, all performed in often challenging, residential access sites. The engineer’s estimate for the scope is $184,000, and the contract is awarded on a lowest responsive and responsible bidder basis, incorporating various evaluation factors including bidder experience, financial condition, and past performance. Contractors must comply with Davis-Bacon prevailing wage requirements, maintain proper insurance and bonding—including bid, contract, and potential maintenance bonds—and submit various certifications such as drug-free workplace compliance and workers’ compensation certificates. Monthly invoices are submitted to ODNR with payments processed within 45 days of acceptance. Inspection and acceptance of materials and work occur both at source and project sites, with strict quality and testing standards applied. The contract demands that prime contractors perform at least 51% of the work with their own workforce, and subcontractors at least 50%. Packaging and marking requirements emphasize documentation and identification rather than detailed physical preservation standards, with no MIL-STD references. Bids must be submitted electronically by May 19, 2026, through the Bid Express system, accompanied by required forms such as the bid schedule, affirmation and disclosure, and proof of insurance. No formal FAR contract clauses or a centralized list of attachments are provided, but several sections outline general contract administration, labor, inspection, and submission conditions ensuring compliance with Ohio state and federal standards.
