MANDATORY PRE-BID MEETING ON OCTOBER 16, 2026, AT 10:00 AM
Project Name: Hawk Highwalls Project Description: The Hawk Highwalls Reclamation Project is found on a pre-law coal mine site in Augusta Township, Carrol County, Ohio. The project site is found along the north side of State Route 9 between Meadow Road NE and Reef Road NE. The project site does not have a physical address. The project site access is found across from 9306 Kensington Road (SR-9), Kensington, Ohio 44427. The Lat Long for the project site access is: 40.709940, -80.998757.
The project site consists of multiple AML (Abandoned Mine Land) features. In total, there are 3 dangerous highwalls with a combined length of approximately 3,500 linear feet, 17 acres of spoil, and 4 associated hazardous water bodies. The height of the highwalls vary from 30 feet to a maximum height of 58 feet, above the surface of the impoundments. The impoundments have insufficient discharge structures and steep side slopes.
The intent of this reclamation project is to establish a safe and maintainable site by backfilling the highwalls, and the associated impoundments, with existing spoil to eliminate the safety concerns. The proposed construction will also provide positive drainage, safe and maintainable side slopes, and engineered basin discharge structures.
The project site will be accessed via the landowners’ access drive. A construction entrance, access road, and staging area will be constructed. The reclamation work will be performed in phases. A temporary stream crossing will be constructed to access one of the phases.
Perform the earthwork/backfilling of the highwalls after clearing and grubbing, and impoundment dewatering, have been performed. Provide positive drainage by constructing temporary diversions to convey drainage toward the sediment settling structures. For sediment basins, install an engineered catch basin riser with a temporary sediment control structure (skimmer), a 12” Ø outlet pipe, and a plunge pool to regulate the discharge through the earthen embankment. For Sediment traps, install an aggregate outlet and weir at the trap discharge. Once grading has been approved, lime the disturbed areas. Perform standard revegetation on all areas disturbed by construction.
During the maintenance period of the project, dewater the sediment settling structures and remove all accumulated sediment. Remove the plunge pools, outlet pipes, catch basin risers, and temporary sediment control structures. Remove three sediment basins, three sediment traps, and all temporary diversions by backfilling the features. Once grading has been approved, lime, fertilize, seed, and mulch the disturbed area. At the conclusion of the project, remove the temporary stream crossing.
Provide all labor, materials, and equipment necessary to perform the work shown on the Contract Drawings and conforming to the specifications.
