Marshall Street WRF Sand Filter Rehabilitation

Rehabilitate twelve (12) existing sand filters, associated equipment, remove and replace seven (7) pneumatic actuators on 20-inch Butterfly Valves (Filter Cells 1, 2, 7, 8, 11, and 12), flange bolts on 20-inch Backwash Inlet Butterfly Valve (Filter Cell 7, will only be necessary if Contractor confirms the valve is not functioning), two (2) 18-inch backwash pump discharge Check Valves (will only be necessary if Contractor tests and confirms the backwash flow rate is compromised), sodium hypochlorite pumps and associated piping. Other improvements include replacement of the touch screen for the main filter control panel with improved graphics and functionality, and upgrading the SCADA interface in the filter control room to facilitate total local control of the filtration system at the Marshall Street WRF. Sequence Constraints The facility is an active wastewater treatment plant and the work must be performed in such a manner and phased to minimize the operational impact on the plant and the plant staff. The work shall be scheduled and performed such that a minimum of ten (10) filters cells (existing and rehabilitated) remain in service, including the ability to backwash the operational cells, throughout the duration of construction and the Contract Period listed at the end of this section. Contractor shall submit a sequencing plan for review and approval prior to commencement of construction. Contractor shall coordinate any changes to the treatment process such as shutdowns with the Owner at least forty-eight (48) hours in advance. The plant Lead Operator or a representative of the Lead Operator shall be present for operation of all process valves. The Contractor shall not operate any process valves or equipment. Contractor shall schedule Initial Filter Inspections with the Owner and Engineer at least forty-eight (48) hours in advance. Contractor shall schedule Concrete Repair Inspections with the Owner and Engineer at least forty-eight (48) hours in advance. Final inspections shall be scheduled at least five (5) days in advance with the Owner and shall take place prior to filter start-up and acceptance by the Owner. Filter Cleaning and Initial Filter Inspections Contractor shall completely remove all filter media and debris from the interior of the filter cells and expose all six (6) underdrain assemblies in each filter. Contractor shall be responsible for washing and reusing media if capable of being salvaged (as determined by the Owner and Manufacturer's Rep), if not, hauling and disposal of filter media and debris removed from each filter cell. Replace with approved media following repair of underdrain systems. Filter walls and equipment shall be completely cleaned in accordance with the Contract Documents and made suitable for a visual evaluation but left in place for evaluation by the filter equipment manufacturer (Evoqua) on a per cell basis. Contractor shall furnish the services of Evoqua's field service technician, who has complete knowledge of proper operation and maintenance of the equipment to inspect the existing equipment and provide recommendations for repair and/or replacement of equipment as required for satisfactory operation. Prior to initial inspections, Evoqua and the Engineer must provide approval in writing that the filter cells have been cleaned in accordance with the Contract Documents. Contractor shall take all necessary actions, as recommended by Evoqua and the Engineer, to clean the filter cells in accordance with the Contract Documents until approval is provided. Contractor shall assume six (6) separate site visits will be required for Initial Filter Inspections of all twelve (12) filter cells. Each site visit will consist of an eight (8) hour day. Two (2) filters will be inspected per day. Additional site visits required due to incomplete work shall be the responsibility of the Contractor at no additional cost to the Owner. Concrete Repairs During the Initial Filter Inspections, the Engineer will recommend the concrete repairs to be made by the Contractor. The Contractor shall repair all concrete defects identified by the Engineer. Following repair of concrete in the filter cells, the Contractor shall schedule a Concrete Repair Inspection with the Engineer to confirm the repairs have been made in accordance with the Contract Documents. Approval shall be provided by the engineer prior to proceeding with repair, replacement, or reinstallation of any filter components. The Contractor shall take all necessary actions, as recommended by the Engineer, to repair the concrete in accordance with the Contract Specifications until approval is provided. Filter Rehabilitation Contractor shall repair or replace the existing equipment and components for each filter cell as shown in the drawings and Bid Form as recommended by the filter equipment manufacturer (Evoqua) during the Initial Filter Inspections. Final Filter Inspections The Contractor shall furnish the services of Evoqua's field service technician, who has complete knowledge of proper operation and maintenance of the equipment, as required to inspect the installed equipment. Following filter rehabilitation prior to placing filters into service, Evoqua shall provide visual inspections of the filter cells and determine if the cells have been rehabilitated in accordance with the Contract Documents. Contractor shall take all necessary actions, as recommended by Evoqua, to completely rehabilitate the filter cells in accordance with the Contract Documents until approval is provided by Evoqua. Contractor shall assume six (6) separate site visits will be required for Final Filter Inspections of all twelve (12) filter cells. Each site visit will consist of an eight (8) hour day. Two (2) filters will be inspected per day. Additional site visits required due to incomplete work shall be the responsibility of the Contractor at no additional cost to the Owner. Contractor shall assume one (1) site visit will be required for Final system functional check out of the HMI Operator Interface for a period of three (3) onsite eight (8) hour days. Additional site visits required due to incomplete work shall be the responsibility of the Contractor at no additional cost to the Owner. Valves Contractor shall be responsible for retaining a representative of the valve and actuator manufacturers for inspections of all new valves, actuator, and appurtenances. The manufacturers shall inspect the installed equipment and certify that the components are properly installed and ready to be placed into service. The drawings identify which valves and actuators require replacement or enhancement. Where valve pneumatic actuators are replaced, Contractor shall also replace stem risers and actuator pedestals. Replaced Stem Risers and actuator pedestals shall be of like kind as the existing stem risers and pedestals and sized appropriately for the valve service Contractor shall submit a written plan describing their proposed procedures for repairing or replacing the valves while maintaining the required number of filters in service. Startup and Testing Prior to placing any filter back in service, the Contractor shall test any valves which have been repaired or replaced. All quantities are estimates only and the city of Clearwater (city) is not obligated to purchase any minimum or maximum amount during the life of the contract. All of the work is to be administered per Section III, Section 11.3, Unit Price Work, of the Contract Documents. The Contractor shall provide copies of a current Contractor License/Registration with the state of Florida and Pinellas County (if applicable) in the bid response. The Contractor shall provide one (1) Fixed project sign as described in Section III, Section 23 of the Contract Documents. The final number of project signs will be determined at the beginning of the project based on the Contractor's schedule of work submitted for approval. Additional project signs may be required at no additional cost to the city due to the Contractor's schedule of work. Contract Period: 420 Calendar Days from Notice to Proceed
