NCDOT DMV DLO - Hoke CountyThe State of North Carolina, through its Department of Transportation Driver’s License Office and Property Office, is soliciting proposals for the lease of office space in Hoke County to accommodate state operations. The solicitation, identified as SPO-SPO File 47-503 and posted on July 22, 2026, with a response deadline of August 7, 2026, seeks a fully equipped, code-compliant facility that meets specific operational and accessibility standards. The space must include minimum amenities such as climate-controlled HVAC maintaining 68–76°F and humidity below 50%, adequate lighting of at least 60 foot-candles in office areas, secure LAN rooms with anti-static flooring, ADA-compliant restrooms, functional kitchenettes, and sufficient parking for 15 clients, 5 employees, and 2 state vehicles. All offerings must comply with North Carolina building codes, OSHA safety regulations, and federal ADA requirements, with no hazardous asbestos, lead paint, or flood zone exposure permitted without disclosure. Proposals must be submitted electronically via the North Carolina eProcurement Vendor Portal (eVP) with a maximum file size of 24MB per submission and must include a scaled floor plan, proof of state business registration, and detailed pricing structured around an annual per-square-foot rental rate. Cost adjustments are standardized to level the playing field: $1.50 per square foot is added for utilities, $1.00 for janitorial services, and $0.17 for water/sewer if excluded. The evaluation is not based solely on price; instead, it follows a best-value trade-off approach considering factors such as building condition, prior performance, HUB participation, green features, and moving costs associated with IT, furniture, and security. Lease terms must be for 5 to 10 years with fixed or clearly defined renewal rates, and no uncapped percentage increases tied to indices are allowed. The lessor is responsible for ongoing maintenance, janitorial and pest control services, snow and ice removal, signage compliance with local codes, and permitting the State to install security equipment such as cameras and card readers, which become the lessor’s property upon lease termination. All submissions must be made through the eVP portal, with no alternative delivery methods accepted, and no federal contract clauses apply—this is a state-level procurement guided by NC-specific property forms and statutes.

INVITATION TO SUBMIT AN EXPRESSION OF INTEREST (EOI) AS TO THE AVAILABILITY OF SPACE FOR LEASE IN THE CITIES OF OTTAWA AND/OR GATINEAUThe Department of Public Works and Government Services is seeking expressions of interest for the availability of office space for lease or purchase within the cities of Ottawa and/or Gatineau, collectively known as the National Capital Region. This is explicitly not a tender process or request for proposal but a preliminary inquiry to build a source list of available properties that may meet future federal space requirements. Respondents must offer a minimum of 1,000 usable square metres of contiguous office space for lease or 5,000 usable square metres for purchase, with space consisting of whole floors or whole floors plus one adjacent partial floor. The space may be vacant, including ground floor areas, or fully fitted up with commercial Wi-Fi, and must be available for occupancy between two months and 24 months prior to any potential lease commencement, depending on its condition. All proposed spaces must comply with applicable federal, provincial, municipal, and regional laws, including the National Building Code of Canada, and must also meet the requirements of PWGSC’s Standard Form of Lease at the time of lease commencement. PWGSC reserves the right to inspect proposed sites and conduct threat and risk assessments to evaluate security and public safety concerns. Any party submitting a response must include the file number EDI/EOI-2026-1 on all correspondence and ensure receipt of an email acknowledgement from the designated point of contact. While this EOI does not guarantee any future lease or purchase, it may be used to identify potential candidates for subsequent Invitation to Offer processes, which could require building owners to hold a valid Reliability or Secret-level security clearance approved by PWGSC’s Contract Security Program. Responses are accepted until June 30, 2027, and are encouraged as soon as availability is confirmed.
