Purpose To survey industry for solutions to the E-Vetronics Advanced Slip Ring needs. DESCRIPTION The United States Army, Army Contracting Command-Warren (ACC-WRN) is issuing this Request for Information (RFI) in support of the Combat Capabilities Development Command (CCDC) Ground Vehicle Systems Center, Vehicle Electronics and Architecture (VEA). The intent of this request is to obtain information on how an interested contractor could provide an advanced slip ring suitable for manned and unmanned turrets. The desired deliverable of this RFI is a description of the product detailing its interfaces, performance specifications, environmental performance, design architecture, size, weight, power, cooling, cost, lead time for initial units, and lead time / delivery schedule for production units. Please refer to the more comprehensive list of response information which can be found further in document when preparing responses. THIS IS NOT A SOLICITATION FOR PROPOSALS. This Request for Information (RFI) is for planning and informational purposes only and shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded from this announcement and the data submitted in response to this RFI will not be returned. Information is being requested in order to make potential future requirements better for industry and the Government. Information provided should be limited to unclassified information. OBJECTIVES Increasing the capabilities of turreted ground vehicles will require an advanced, next generation slip ring. This slip ring will need to provide high voltage, cooling for high voltage components, and high bandwidth data from a wheeled or tracked vehicle to a fully electrified, manned or unmanned turret. Currently available slip rings do not support the high voltage power distribution or high bandwidth network architecture of future ground vehicles. The objective of the Advanced Slip Ring effort is to develop a physical prototype to evaluate the feasibility of developing an Advanced Slip Ring (ASR) to support these future vehicles. HARDWARE Advanced Slip Ring The ASR should be no wider than 14-inches in diameter. It must accept 600 V high voltage power conforming to MIL-PRF-GCS-600A with primary power return isolation from both equipment chassis and secondary power returns by at least 10 M?. The ASR must support the following interfaces: - A maximum of one (1) 600 V MIL-PRF-GCS-600A differential pair ( 300 Vdc), rated for a current capacity of 60 A (T), 300 A (O) - A high voltage shield passing through the slip ring, not connected to chassis ground - A high voltage interlock primary and return - A high voltage interlock shield passing through the slip ring, not connected to chassis ground - A minimum of two (2) 3rd Generation FLIR video (3G SDI) and control - A minimum of one (1) CAN conforming to SAE J1939 - A minimum of two (2) 10 GB Ethernet conforming to IEEE 802.3-2018 - A minimum of one (1) 28 V power conforming to MIL-STD-1275E, rated for a current capacity of 20 A - A minimum of six (6) analog, serial, or discrete - A minimum of one (1) analog audio - Ethylene Glycol and Water (EGW) coolant capable of 20 psi, maximum of 10 Gal/min RESPONSES Responses should contain the following information: 1. Identification of a proposed product a. A listing of the functional capabilities of the proposed product b. What target environment the product is designed for (temperature ranges, vibration and shock, explosive environment suitability, sand and dust exposure, contamination by fluids, etc) c. Size, Weight, and Power - Cooling (SWaP-C) utilization d. Feasibility of developing a slip ring suitable for both manned and unmanned turrets e. Feasibility of providing the interfaces identified above within the volume of the current High Speed Slip Ring (14-inch diameter, 13.5-inch height), identify the volumetric efficiency f. What impact the addition or removal of interfaces would have on the product's size and cost g. Indicate the inductance and resistance expected for the 600 V differential pair. h. Indicate the expected maximum and minimum performance capable for any analog, serial, or discrete interfaces. i. Indicate if the slip ring has been tested against TEMPEST requirements, and the results of any such testing. j. Target development timeline for three (3) prototypes ASRs k. Target cost for the development of three (3) prototypes ASRs l. Identification of risk areas that inhibit product development Responses are requested no later than 30 days after announcement post. Response should not exceed thirty (30) pages or address multiple products; a separate response should be submitted for each product. The Government will begin technology analysis following this submission period. Please address any questions regarding this market survey via email to jenelle.l.vickberg.civ@mail.mil and include name, phone, and email address for response. Questions may be answered via email or phone. Participation in this market survey is completely voluntary. If the Government seeks additional information that is not included in a submittal, CCDC Ground Vehicle Systems Center representatives may contact the participant for further information exchange. Information developed as part of this market survey will be shared with US Army Combat Capabilities Development Command (CCDC) subordinate commands and Other Government Agencies (OGAs) (e.g.. Office of Naval Research, Marine Corps, etc.). PROPRIETARY STATEMENT Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. Responses will be reviewed by Government personnel and/or contractor personnel from DCS Corporation. Government and contractor personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described in 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. GENERAL INFORMATION: The Government appreciates the time and effort taken to respond to this survey. The Government acknowledges its obligations under 18 U.S.C. - 1905 to protect information qualifying as "confidential" under this statute. [To avoid possible confusion with the meaning of the term "confidential" in the context of Classified Information," we will use the term "PROPRIETARY."] Pursuant to this statute, the Government is willing to accept any PROPRIETARY (e.g., trade secret) restrictions placed on qualifying data forwarded in response to the survey questions and to protect it from unauthorized disclosure subject to the following: 1. Clearly and conspicuously mark qualifying data with the restrictive legend (all caps) "PROPRIETARY" with any explanatory text, so that the Government is clearly notified of what data needs to be appropriately protected. 2. In marking such data, please take care to mark only those portions of the data or materials that are truly proprietary (over breadth in marking inappropriate data as "PROPRIETARY" may diminish or eliminate the usefulness of your response - see item 6 below). Use circling, underscoring, highlighting or any other appropriate means to indicate those portions of a single page which are to be protected. 3. The Government is not obligated to protect unmarked data. Additionally, marked data that is already in the public domain or in the possession of the Government or third parties, or is afterward placed into the public domain by the owner or another party through no fault of the Government will not be protected once in the public domain. Data already in the possession of the Government will be protected in accordance with the Government's rights in the data. 4. Proprietary data transmitted electronically, whether by physical media or not, whether by the respondent or by the government, shall contain the "PROPRIETARY" legend, with any explanatory text, on both the cover of the transmittal e-mail and at the beginning of the file itself. Where appropriate for only portions of an electronic file, use the restrictive legends - PROPRIETARY PORTION BEGINS:" and "PROPRIETARY PORTION ENDS." 5. In any reproductions of technical data or any portions thereof subject to asserted restrictions, the government shall also reproduce the asserted restriction legend and any explanatory text. 6. The Government sometimes uses support contractors in evaluating responses. Consequently, responses that contain proprietary information may receive only limited or no consideration since the Respondent's marking of data as "PROPRIETARY" will preclude disclosure of same outside the Government and therefore will preclude disclosure to these support contractors assisting the evaluation effort. The Government will use its best efforts to evaluate those responses that contain proprietary information without using support contractors consistent with the resources available. MISCELLANEOUS: No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seeking participants to be placed on a solicitation mailing list. Response to this survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on information requests. Data submitted in response to this market survey will not be returned.
