Solicitation # SCC-26-018-BFI
The State Corporation Commission of Virginia, through its Bureau of Financial Institutions, is soliciting proposals under solicitation number SCC-26-018-BFI to establish a contract for a real-time, Internet-accessible short-term lending database solution. This system will be utilized by the Commission and all Virginia short-term lending licensees to perform real-time borrower eligibility verification, manage loan-level data, and generate analytics on loan activity and database usage. The solution must comply with regulatory standards including 10VAC5-200-110 and statutory FOIA exemptions under section 6.2-1810(B), and the supplier may be required to provide SOC 2 or ISO 00 certifications. The selection process is based on the best proposal, evaluated across five key factors: technical response, implementation approach, supplier experience, subcontracting plans, and total cost analysis. Awardees must maintain specific insurance coverages, including at least $1,000,000 per occurrence for Commercial General Liability and $100,000 per employee for Employer's Liability. Proposals are due by November 20, 2026, and must include detailed financial documentation, such as audited statements for the last three fiscal years and a D&B Business Report. The contract includes a rigorous acceptance process with a thirty-business-day review period for deliverables and a minimum ten-business-day acceptance testing period following deployment.

The U.S. Army, through the GSA's Assisted Acquisition Services Division, awarded a firm-fixed price task order to HP Enterprise Services, LLC for middleware maintenance and support. This contract provides essential support for 800,000 seat licenses of ActivClient middleware for a one-year period from December 22, 2014, through December 21, 2015. The estimated cost for these services is 1,072,000.00 dollars. This procurement was conducted as a limited-sources justification due to the proprietary nature of the ActivClient software. Because the U.S. Army had already successfully fielded the software and the data rights are owned by the manufacturer, only ActiveIdentity or its authorized resellers could provide the necessary support. HP Enterprise Services, LLC, operating under BPA ID02120007 and utilizing a Contractor Teaming Arrangement with Envoy Data Corporation, was the only qualified bidder to provide a quote for this specific requirement.

DMDC requested that GSA's Assisted Acquisition Services (AAS) Division procure and award an order for Middleware Support Services for ActivClient middleware. The support will be provided to the U.S. Army, for its 800,000 seat licenses of ActivClient middleware, from the day after award for a period of one year. The target award date is no later than December 20, 2014, and would provide for support from December 22, 2014 through December 21, 2015 for an estimated cost of $1,072,000.00 Authority Citedof middleware, such as Charismathics, Safenet, or AuthentXware, would not result in the successful support of ActivClient licenses. A support agreement for ActivClient middleware, similarly, would not result in the successful support of Charismathics, Safenet, nor AuthentXware middleware. Each of these middleware products is uniquely constructed and the data rights to the construction are owned by the manufacturer. Only the manufacturer of a particular middleware product is in a position to render support services for its particular product. In the case of this acquisition, the Government has already fielded 800,000 seat licenses of ActivClient, which have been in use successfully for many years, for which only support services provided by ActiveIdentity will suffice. Under the DMDC Multiple-Award BPA's (issued as a result of quotes received in response to RFQ No. 02BPA97110001) through which DMDC, the U.S. Army, and other authorized agencies may acquire middleware support for ActivClient and other middleware platforms, as required, only one of four BPA holders provided a quote for ActivClient support. HPES, under BPA ID02120007, formed a Contractor Teaming Arrangement with Envoy Data Corporation to support the Government's stated requirement for ActivClient support services.
