Initiated in response to Executive Order 14225 signed by President Trump, these workshops aim to deepen understanding of stewardship agreements, partnership authorities, and federal funding pathways, while strengthening interagency and community collaboration. The Forest Service plans to host at least one workshop in Region 6, with potential additional sessions in other regions depending on funding, offering both in-person and virtual participation options supported by multimedia and professional facilitation. The contract clauses incorporate FAR provisions covering small business set-asides, labor standards, responsible conduct, and compliance with security and responsibility certifications. Deliverables will be inspected and accepted at the performance sites, primarily in Portland, Oregon, with the government responsible for final acceptance. The solicitation also specifies proposal submission requirements, including separate attachments for evaluation factors and pricing, with a deadline in early December 2025. Overall, the contract aims to enhance federal forest management efforts through expert facilitation of collaborative workshops aligned with national timber production and landscape restoration initiatives.

Full Description
SOLICITATION IS CANCELLED (SEE ATTACHED AMENDMENT 0002)
On March 1st, 2025, President Trump signed Executive Order 14225: Immediate Expansion of American Timber Production, directing federal agencies to enhance active forest management, increase domestic timber production, and strengthen partnerships that support landscape-scale restoration and wildfire-risk reduction.
In alignment with this directive, forests continue to advance the shared stewardship framework – a collaborative approach that brings federal, state, tribal, and local partners together to identify shared priorities and take joint action to improve forest health and community resilience.
To expand understanding and increase partner capacity, the Forest Service will host a series of one-day Share Stewardship workshops. These sessions will guide participants – including tribes, states, counties, and collaborative groups through the complete process of stewardship agreements with the Forest Service. The number of workshops will be based on the level of engagement with the target audience and will at a minimum include a workshop in Region 6 and the option for additional workshops may occur in other FS regions nationwide, if funding is available.
Each workshop will include both in-person and virtual participation options, requiring professional facilitation and multimedia support to ensure consistent quality and accessibility across multiple locations.
