The U.S. Army Corps of Engineers, on behalf of the U.S. Government, is inquiring into available office and related space for lease in Eagle Pass, Texas. The Government is seeking to lease between a minimum of 1,500 and a maximum of 2,500 ANSI/BOMA Office Area square feet of existing Class A or B retail or office space in or around the 78852-zip code area. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements, telecommunication infrastructure setup, and non-productive agency downtime.

The ideal space must meet strict building specifications, including full compliance with all federal, state, and local ordinances, and force protection standards in accordance with the Department of Defense’s Unified Facilities Criteria. The property must be outfitted with either designated or open parking, and the offered space must not be located within a 100-year flood plain. An initial fully serviced one-year lease with four one-year options is intended, and the space must be fully built-out and ready for occupancy no later than August 30, 2026.

Expressions of interest must be submitted in writing and should include the building name, address, ownership details, accurate floor plan drawings, and digital photos of the property's street view. Submissions must also detail the exact area measurements in both BOMA rentable square feet and ANSI/BOMA Office Area usable square feet, the fully serviced rental rate per square foot inclusive of operational expenses, utilities, and janitorial services, and the Common Area Factor for the available space, if applicable.

Interested parties may submit their expressions of interest to Mark Hansen at the U.S. Army Corps of Engineers, ATTN: CESWF-RE-A, 819 Taylor Street, Rm 2A06, Fort Worth, TX 76102-0300. Inquiries and electronic submissions may also be directed via telephone at 817-886-1790 or via email at mark.hansen@usace.army.mil. All expressions of interest must be received no later than 5:00 PM CST on August 16, 2026

WORKSHOP MEETING SUPPORT SERVICESThe National Oceanic and Atmospheric Administration’s Southwest Fisheries Science Center intends to award a sole source purchase order to Hubbs-Sea World Research Institute to provide workshop meeting support services for the 5th Seriola Workshop, to be held at the HSWRI facility. This decision is based on the unique capability of HSWRI to host the event, as it is the only organization with a fully operational, large-scale aquaculture facility capable of delivering the hands-on, in-person experience critical to the workshop’s educational objectives, including facility tours, operational comparisons, and infrastructure demonstrations. Without this specific infrastructure, the core value of the workshop would be lost, justifying the use of a sole source procurement under FAR 6.103-1. The period of performance extends from the date of award through February 8, 2027, and the contract is associated with the NAICS code 531120. All contractors must be registered in the System for Award Management (SAM), requiring a valid Tax ID, CAGE code, and a Unique Entity Identifier, all obtainable at no cost through SAM.gov. The presolicitation notice, issued on July 17, 2026, is not a request for competitive proposals, but firms wishing to challenge the sole source determination may submit substantiating documentation or requests for additional information in writing to Kimberla Fairley by July 27, 2026. Oral communications are not accepted, and all electronic correspondence must include the subject line: Announcement Number: 143051-26-0075, Project Title: NOAA NMFS SWFSC Seriola Workshop. The government retains sole discretion to decide whether to proceed with a competitive or non-competitive acquisition based on responses received.

USDA Seeks to Lease Office and Related Space in Carrollton, OHThe U.S. Department of Agriculture is seeking to lease office space in Carrollton, Ohio, with a minimum requirement of 2,747 ABOA square feet and a maximum of 2,884 ABOA or 3,296 RSF, requiring contiguous space ideally on the first floor due to its public-facing nature. The lease term is up to 20 years, with an initial firm commitment of five years and the option to terminate after that period with 120 days’ notice. The space must include 11 reserved parking spaces—one for government use and 10 for customers—and five unreserved employee spaces within a quarter mile at no additional cost. Recent updates have adjusted the square footage and parking specifications for prior advertisements, removing requirements for EVSE charging and livestock trailer parking while modifying total area allocations. The facility must comply with federal standards for fire safety, accessibility, seismic resilience, and sustainability, and must not be located in a 1 percent annual chance floodplain. A fully serviced lease is mandatory, and the space must not be a sublease. The location must ensure reliable cellular coverage for mobile hotspot use during potential construction phases, and temporary swing space may be required to maintain uninterrupted USDA operations. Proposals must be submitted as expressions of interest by the specified deadline and must include detailed documentation such as building plans, proof of ownership or authorization to represent the owner, square footage breakdowns, parking availability, photos, and confirmations of compliance with the Architectural Barriers Act, fire safety codes, and NEPA for new construction or expansion. Submissions from entities not registered in SAM.gov will not be considered, and failure to provide written authorization from the property owner will result in rejection until documentation is provided. The contracting officer, Heather Schmitt, is the sole point of contact, and communication must be conducted via email due to nonfunctional voicemail and call logs. Entities are further advised to comply with Section 889 of the NDAA regarding telecommunications prohibitions. All offers must be transmitted to her email address, and late or incomplete submissions will not be accepted.

Progressive Design-Build Services under Other Transaction Authority Project: Multi-Domain Cyber and Intel Operations Center, Joint Base San Antonio, Lackland AFB TexasThe U.S. Army Corps of Engineers is preparing to solicit Progressive Design-Build services under Other Transaction Authority for the Multi-Domain Cyber and Intel Operations Center at Joint Base San Antonio, Lackland AFB, Texas, with a programmed budget of $986 million. This project will construct a high-security, multi-story facility for the 16th Air Force to house approximately 3,500 personnel, including a purpose-built Cyber Operations Data Center designed for high-performance computing, AI, and machine learning platforms. The facility must meet rigorous security standards, including progressive collapse resistance, and integrate a Visitor Control Center to manage access to the secure campus. The acquisition will employ a unique two-phase model: Phase One involves qualifications-based selection of a design-build team to collaborate with the government and end-user on design development, cost estimation, and constructability reviews up to 60–90% completeness; Phase Two will only proceed if a Guaranteed Maximum Price is negotiated and agreed upon, with an “off-ramp” option if no agreement is reached. The award will be made under an Other Transaction Agreement, structured as a Firm-Fixed-Price award for design efforts with an option for construction. The selection process is highly streamlined and emphasizes collaborative capability over lowest cost. Interested parties must first submit a 30-page Statement of Qualifications, focusing on experience with complex secure facilities and understanding of the Progressive Design-Build approach, with submissions due within a compressed 15-day window. From these submissions, up to three firms will be invited to mandatory, interactive pitch meetings designed to evaluate real-time problem-solving, team chemistry, and technical agility in simulated project scenarios. Final selection will be based on the most qualified best-value determination, prioritizing demonstrated expertise, cultural fit, and capacity for long-term partnership. All firms must be wholly U.S.-owned, maintain Level 2 CMMC certification, and have bonding capacity of at least $1.2 billion with sureties listed in Treasury Department Circular 570. Personnel must be eligible for security clearances and meet U.S. person requirements under federal law. Industry Day is scheduled for July 21, 2026, at the new location: 2700 Craw Avenue, Building 7580, JBSA-Lackland, with mandatory base access registration required by July 10, 2026. All proposers must have an active UEI and SAM.gov registration at the time of submission.
