The National Oceanic and Atmospheric Administration’s Southwest Fisheries Science Center intends to award a sole source purchase order to Hubbs-Sea World Research Institute to provide workshop meeting support services for the 5th Seriola Workshop, to be held at the HSWRI facility. This decision is based on the unique capability of HSWRI to host the event, as it is the only organization with a fully operational, large-scale aquaculture facility capable of delivering the hands-on, in-person experience critical to the workshop’s educational objectives, including facility tours, operational comparisons, and infrastructure demonstrations. Without this specific infrastructure, the core value of the workshop would be lost, justifying the use of a sole source procurement under FAR 6.103-1. The period of performance extends from the date of award through February 8, 2027, and the contract is associated with the NAICS code 531120. All contractors must be registered in the System for Award Management (SAM), requiring a valid Tax ID, CAGE code, and a Unique Entity Identifier, all obtainable at no cost through SAM.gov. The presolicitation notice, issued on July 17, 2026, is not a request for competitive proposals, but firms wishing to challenge the sole source determination may submit substantiating documentation or requests for additional information in writing to Kimberla Fairley by July 27, 2026. Oral communications are not accepted, and all electronic correspondence must include the subject line: Announcement Number: 143051-26-0075, Project Title: NOAA NMFS SWFSC Seriola Workshop. The government retains sole discretion to decide whether to proceed with a competitive or non-competitive acquisition based on responses received.

THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION’S (NOAA) SOUTHWEST FISHERIES SCIENCE CENTER, INTENDS TO NEGOTIATE AND AWARD A PURCHASE ORDER, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 6.103-1, WITH HUBBS-SEA WORLD RESEARCH INSTITUTE (HSWRI) TO PROVIDE WORKSHOP MEETING SUPPORT SERVICES TO BE DELIVERED/PERFORMED AT THE HSWRI FACILITY. NO SET ASIDE IS TO BE USED FOR THIS SOLE SOURCE REQUIREMENT. THE ASSOCIATED NAICS CODE IS 531120.

THE SOLE SOURCE DETERMINATION IS BASED ON NOAA’S REQUIREMENT THAT HUBBS-SEA WORLD RESEARCH INSTITUTE IS THE ONLY VENDOR THAT CAPABLE OF FULFILLING THE REQUIREMENT TO HOST THE SERIOLA WORKSHOP.

The SWFSC is planning to host the 5th Seriola Workshop. For a workshop focused on Seriola aquaculture, the success of this workshop requires a hands-on environment where attendees can tour a fully operational, large-scale aquaculture facility. Throughout the days of the workshop program, the goal is to share successful methods, compare day-to-day operations, and view specialized infrastructure in person. Without direct access to a functional, collaborative facility, a significant portion of the educational value of this workshop would be entirely lost.

For details reference the attached Justificaion for Other Than Full and Open competition.

PERIOD OF PERFORMANCE: DATE OF AWARD TO  2/8/2027.

***THIS PRESOLICITATION NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. SUCH REQUESTS AND DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
