This is a Sources Sought Notice for market research purposes only. This is not a solicitation for proposals/bids, and no contract will be awarded from this notice. The U.S. Army Corps of Engineers (USACE), Sacramento District (SPK), is conducting market research to identify qualified and interested businesses capable of performing the construction project described below.
No reimbursement will be made for any costs associated with providing information or industry response to this notice or any follow-up information requests. Not responding to this notice does not preclude participation in any future procurement. If a solicitation is released, it will be synopsized in the System for Award Management (SAM). It is the responsibility of potential offerors to monitor SAM for additional information pertaining to this requirement.
The acquisition strategy will be determined based on responses received from this notice and/or other market research methods. The planned acquisition strategy will be posted in SAM upon completion of market research analysis.
The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of industry, to include the small business community: Small Business, 8(a) Program Participants, Historically Underutilized Business Zones (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB). All are highly encouraged to respond.

High-Level Project Summary:
The United States Army Corps of Engineers (USACE) Sacramento District (SPK) anticipates a potential requirement for construction services to renovate three (3) pumping stations (the Named Pumping Plants (NPPs)) in the Natomas region of Sacramento, California (CA).
In general, the work for each site is anticipated to consist of removing the discharge pipes that currently go through the levee and installing new discharge piping that will traverse over the levee.
Elkhorn Pumping Plant is an irrigation pumping plant located on the Sacramento River north of Interstate 5 and west of Highway 99 along the Garden Highway Levee at River Mile 73.6. The plant conveys water from the Sacramento River into the Natomas Mutual Water Company’s (NMWC) Elkhorn Irrigation System. The work at this site is anticipated to include levee excavation, removal of existing piping and appurtenances, levee embankment backfill and compaction, installation of new piping, build up area, removal and replacement of a portion of Garden Highway pavement, installation of vacuum system and conduit, and replacement of fiber optic line conduit.
Riverside Pumping Plant is an irrigation pumping plant located on the Sacramento River north of Interstate 5 and west of Highway 99 along the Garden Highway Levee at River Mile 65.78 (Natomas Reach B). The plant conveys water from the Sacramento River into the NCMWC’s Riverside Irrigation Canal. The work at this site is anticipated to include levee excavation, removal of existing piping and appurtenances, levee embankment backfill and compaction, installation of new piping, modification of existing maintenance ramp, removal and replacement of a portion of Garden Highway pavement, installation of vacuum system and conduit, and installation of underground conduit.
Pritchard Pumping Plant is an irrigation pumping plant located on the Sacramento River north of Interstate 5 and west of Highway 99 along the Garden Highway Levee at River Mile 75.0/Levee Mile 5.82 (Natomas Reach C). The plant conveys water from the Sacramento River into the NCMWC’s Elkhorn Irrigation Canal. The work at this site is anticipated to include levee excavation, removal of existing piping and appurtenances, levee embankment backfill and compaction, installation of new piping, installation of vacuum system and conduit, and replacement of fiber optic line conduit.
The Government estimates that construction of the potential requirement can be completed within seven-hundred-eighty (780) calendar days from receipt of Notice to Proceed, with construction occurring sequentially over three (3) years at a rate of one (1) plant per construction season. If market conditions indicate this estimate may be unrealistic, Respondents are encouraged to provide specific information (such as known equipment lead times or other timeline concerns) for Government consideration when responding to this Sources Sought Notice.
Minimum Technical Requirements" and "Critical Features of Work:
The work includes the removal and raising of piping from the plant up and over the levees to connect to existing pipes on the landside that outlet into the Riverside and Elkhorn Irrigation Canals Work must be sequenced and Contractor must have capability to perform levee improvement projects.
Cybersecurity Maturity Model Certification (CMMC) Requirement:
This project will require Level 1 Self Certification.
