The U.S. Army Corps of Engineers Sacramento District is conducting market research through a Sources Sought Notice for the renovation of three pumping plants—Elkhorn, Riverside, and Pritchard—located along the Garden Highway Levee north of Interstate 5 in the Natomas region of Sacramento, California. Additional scope includes backfilling and compacting levee embankments, replacing sections of Garden Highway pavement, installing vacuum systems, conduits, and replacing fiber optic lines. The anticipated contract value is between $10 million and $15 million, with an estimated duration of 780 calendar days from Notice to Proceed, structured to complete one pumping plant per construction season over three years. The acquisition is anticipated to proceed via FAR Part 14, Sealed Bidding, under a Firm-Fixed Price contract, with a solicitation expected in July 2026. Responses must be submitted exclusively through an official online Market Survey Form by 8:00 AM Pacific Time on May 19, 2026; submissions via email or other methods will not be accepted. Participation in this market research is voluntary and does not guarantee future contract opportunities, nor will respondents be reimbursed for any costs incurred. The Government is particularly interested in capabilities from small businesses including 8(a), HUBZone, SDVOSB, and WOSB firms, and encourages subcontractors to indicate their interest in specific work elements. The project requires Level 1 Cybersecurity Maturity Model Certification self-assessment and compliance with USACE EM 385-1-1 safety standards, along with federal, state, and local regulations. Environmental concerns include potential impacts on Giant Garter Snake habitats and cultural resources. All responses must be prepared in advance using the provided form link, and failure to respond does not limit eligibility for future solicitations, which will be posted in SAM.
