The U.S. Army Corps of Engineers Sacramento District is conducting market research via a Sources Sought Notice to identify qualified businesses for a potential construction project involving the renovation of three irrigation pumping plants—Elkhorn, Riverside, and Pritchard—in the Natomas area of Sacramento, California. The project, estimated between $10 million and $15 million, aims to remove existing discharge pipes and install new piping that will run over levees instead of through them. Construction is expected to span approximately 780 calendar days, spread over three years with work at one pumping plant per season. The government plans to use a firm-fixed price, sealed bidding acquisition method under FAR Part 14, with solicitation anticipated in July 2026. The work scope includes levee excavation, removal and replacement of piping and related infrastructure, pavement repair, and installation of vacuum and conduit systems while ensuring compliance with USACE safety and environmental requirements including the presence of Giant Garter Snake habitat and cultural considerations. The notice encourages participation from small and socio-economic business categories such as 8(a), HUBZone, SDVOSB, and WOSB, and does not require prior government contract experience. Responses must be submitted electronically by May 19, 2026, with no reimbursement for response costs. Market feedback will influence the final acquisition strategy, and subcontractors interested in specific project features are encouraged to participate to support potential small business participation plans.
