22 January 2020 Update: Industry questions and Government responses have been added to this Industry Day notice. The Government is planning to host an Expeditionary Instrument Landing Systems Industry Day in June 2019, at the HQ-USAFE, Ramstein AB, Germany. The intent of this conference is to conduct market research on available technologies for expeditionary multifunctional radar systems and/or precision approach landing systems. Ideal system aspects include, but are not limited to - single C-130 transportable, Air Traffic Control capable, remote PC access capable, weapon system integration, C-UAS tracking. This industry day will cover the scope of the technologies in the marketplace, and afford industry an opportunity to detail and demonstrate their available expeditionary instrument landing in a one-on-one format with USAFE/A3. Systems will not be authorized to radiate outside of a dummy load scenario. USAFE-AFAFRICA does not anticipate a future requirement associated with this market research opportunity, and instead is seeking a better understanding of available technologies in the marketplace. This Industry Day Notice is issued solely for information and planning purposes and all information provided is subject to change. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This Industry Day Notice does not commit the USAF to contract for any supply or service, whatsoever. Furthermore, the USAF is not, at this time, seeking proposals. Responders are advised that the USAF will not pay for any information or administrative costs incurred in response to this Industry Day Notice. The Government will not assume liability for costs incurred by any attendee for travel expenses or marketing efforts. All costs associated with responding to this Industry Day Notice will be solely at the responding party's expense. The general audience session and one-on-one meetings will be held at the unclassified level, or classified upon request. One-on-one sessions may be requested by interested offerors, but technology demonstrations are not planned at this time. Industry Day Registration: Interested participants must complete and submit the Industry Day Registration Form via email to daniel.nealey@us.af.mil NLT 1 March 2020. Exceptions will not be made for late registration. No later than 30 March 2020, an email confirmation will be sent by USAFE-AFAFRICA A30-J Airfield Operations, verifying successful receipt of registration along with a detailed industry day agenda including the industry day schedule, one-on-one meeting confirmations, maps and directions, and the briefing location. Each person attending industry day must provide one (1) form of valid photo identification (I.D.) and sign-in to the facility upon arrival. Acceptable forms of photo I.D. include a valid/current state-issued driver's license, government I.D., or U.S. passport. You are highly encouraged to bring a copy of your email notification confirming that you have been registered to help resolve any registration conflicts. Industry Day Questions: Questions regarding the Industry Day and/or other aspects of the Expeditionary Instrument Landing Systems market research are due to the Government NLT 15 February 2020. The Government anticipates formal Question and Answer sessions available as supplements to this notice in advance of and after completion of the Industry Day.

Türkiye Base Operations Support Acquisition (T-BOS)
Solicitation # FA564126R0005
The Türkiye Base Operating Support (T-BOS) acquisition, managed by the 764th Enterprise Sourcing Squadron, is a consolidated requirement to provide comprehensive installation management and core support services for the United States Air Forces in Europe and United States Air Forces Africa. The scope of work covers multiple locations, including Incirlik Air Base, Ankara Support Facility, Cigli Air Base, Istanbul, and HQ NATO LANDCOM. Key service areas include civil engineering, communications, force support, logistics readiness, housing management, and emergency services. The government intends to award a single Cost-Plus-Fixed-Fee Indefinite Delivery Indefinite Quantity (IDIQ) contract based on a best-value tradeoff process, where technical factors are considered significantly more important than cost. The procurement is currently undergoing a strategic pause of approximately 90 to 120 days following a scope revision on August 19, 2026. This decision follows the conclusion of mediation with the Türk Harb-İş labor union regarding a new Collective Labor Agreement (CLA), leading the government to cancel previous plans to descope 175 full-time equivalent positions and restore them to the consolidated requirement. Consequently, the final Request for Proposal (RFP) is delayed to allow for revisions to the Performance Work Statement, cost baseline estimates, and evaluation criteria. Prospective offerors must navigate specific requirements, including U.S. Secret security clearances for certain personnel, FedRAMP Moderate cloud hosting for dashboard systems, and strict adherence to the newly signed CLA wage rates and benefits.
