This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number FA564126Q0002 is issued as a request for quotation (RFQ). The 764 Enterprise Sourcing Squadron intends to award a firm fixed price, sole source purchase order to Frequentis Defense Inc (FDI) located at 7000 Columbia Gateway Dr, Ste 130, Columbia, MD 21046-3158 for continued warranty and 24/7 help desk support for its ten (10) Frequentis VCS3020 IVS-IP Voice Communication Switches in the Air Traffic Control (ATC) Towers throughout the USAFE Area of Responsibility (AOR).

This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The statutory authority for the sole source procurement of these services is FAR 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements," as established by the Revolutionary FAR Overhaul (RFO) was implemented as of 1 Feb 2026. This notice is not a request for competitive quotes; however, the Government will consider all quotes received prior to the closing date and time of this solicitation.

USAFE-AFAFRICA A3AA (Airfield Operations Branch) requires continued warranty and 24/7 help desk support for its 10 Frequentis VCS3020 IVS-IP Voice Communication Switches that were fielded by FDI. FDI will provide continued Basic Warranty and 24/7 Help Desk Phone Support for the 10 operational VCS3020 IVS-IP Voice Communication Switches in the ATC Towers throughout the USAFE AOR.

The contractor shall provide fixed price commercial warranty for five (5) years, to be priced out in 5 separate 12-month increments, for the VCS3020X VoIP VCS Systems at the following USAFE Operating Locations:
