The 413th Contracting Support Brigade, Regional Contracting Office (RCO) – Hawaii is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for IT Support Technicians and transportation at U.S. Army Garrison, Hawaii (USAG-HI) across all eight (8) locations listed in Section 1.1. PROGRAM BACKGROUND


This requirement is for the U.S. Army Garrison – Hawaii (USAG-HI). USAG-HI is located at Schofield Barracks (SB), Wheeler Army Airfield (WAAF), Fort Shafter (FS), Helemano Military Reservation (HMR), Aliamanu Military Reservation (AMR), and Tripler Army Medical Center (TAMC) on the Island of Oahu, and at Pohakuloa Training Area (PTA) and Kilauea Military Camp (KMC) on the Island of Hawaii. USAG-HI's mission is to provide quality services and infrastructure from the Strategic Support Area for quality of life and mission readiness to Soldiers, Civilians, and Families in the Military Ohana Community.


REQUIRED CAPABILITIES


Contractor shall provide qualified IT Support Technicians and transportation for delivery of AMSS to USAG-HI across all eight (8) locations listed in Section 1.1. Services support approximately 1,500 personnel across four (4) functional service areas. Webmaster and Database Administration functions are excluded. The Contractor shall complete 100% of ticket submissions in accordance with the performance standards defined in this PWS. The Contractor shall propose staffing in its technical proposal sufficient to meet all PWS performance standards; the Government does not prescribe FTE counts on this Firm-Fixed-Price contract.

ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT)


The government requests interested parties submit a response which includes a brief description of their company's business size (i.e. annual revenues and employee size, business status, DUNs and Cage Code, a statement that your firm has similar past performance and experience in terms of the scope, magnitude, and dollar amount, Company's business size, and a description of same/similar services offered to the Government and to commercial industries. The Government will use this information in determining its set-aside decision. Interested firms are requested to provide the aforementioned information, along with interest and capability statements no later than 5 Aug 2026, 9:00 a.m. Hawaii Pacific Standard Time.


This Sources Sought Notice is issued for the purpose of market research in accordance with FAR Part 10. The draft Performance Work Statement (PWS) is posted with this notice and interested parties are encouraged to submit industry comments and/or suggested changes to the PWS. Interested vendors should submit their capability statement in writing, limited to three (3) pages. The capability statement shall be in sufficient in detail to allow Government to determine the organization's related qualifications to perform the work. The statement shall include:


1. A statement of interest in services contained herein
2. A synopsis of the contractor's capabilities and related experience, limited to three pages.


Additional information regarding this requirement will be posted for viewing on FedBizOpps at https://www.fbo.gov/ as it becomes available. Interested parties are cautioned that the draft PWS posted with this notice is subject to change; the formal version of the PWS will be released with the solicitation on a future date. All potential vendors are reminded that in accordance with Federal Acquisition Regulation (FAR) 52.204-7, SAM, lack of registration in the System for Award Management (SAM) will make an vendors ineligible for contract award.
