The United States Agency for Global Media (USAGM) intends to award a sole-source contract to Avue Technologies Corporation for a cloud-based human capital management (HCM) software as a service (SaaS) solution. This decision is made under the authority granted by federal regulations that allow non-competitive contracting when only one responsible source can satisfy agency requirements. The contract aims to address the agency’s urgent need to replace its current HR system, DCPDS, which is being discontinued due to the Department of Defense’s transition to Oracle’s cloud services. USAGM requires a fully integrated web-based HCM application with capabilities including position classification, time and attendance, payroll processing, performance management, recruiting, onboarding, learning management, and analytics, all within a strict implementation timeline of 60 to 90 days. The solution must support the agency's diverse workforce, including civil service federal employees, contractor personnel, and personal services contractors. After thorough market research involving multiple federal and commercial providers, USAGM determined Avue is uniquely positioned to meet the implementation timeline, workforce integration needs, and cybersecurity standards, as the only FedRAMP and HR Line of Business (HR LOB) certified cloud-based HR platform known to the agency. The notice invites interested parties to submit capability statements that could demonstrate a competitive alternative, though the agency emphasizes that competition would only be considered if clearly advantageous. The agency will not issue a formal solicitation but will review submissions received by the specified deadline. The performance location for this contract is Washington, D.C., with the Contracting Officers listed as points of contact.

NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACTS THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS or a solicitation or request for offers. This is a notice of an agency's intent to award a contract on a non-competitive basis under the statutory authority of 10 USC 2304(c)(1), as set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The United States Agency for Global Media (USAGM) intends to negotiate on a sole-source basis with Avue Technologies Corporation for a software as a service (SaaS) subscription to Avue's web-based human capital management (HCM) application. The services of this provider are necessary to satisfy the agency's need for a fully integrated web-based application that - within the agency's required implementation timeline of 60 to 90 days - will provide the agency with cloud-based human capital management capabilities, such as classification of position descriptions, time and attendance, payroll processing, performance management, recruiting and applicant tracking, paperless onboarding, learning management and data analytics among a host of other HR capabilities necessary to support the agency's integrated workforce, which consists of civil service federal employees, contractor personnel and personal services contractors. The USAGM learned recently that its current HR enterprise personnel system, DCPDS, was being discontinued as the result of the Department of Defense's migration to Oracle's cloud-based Software/Platform as a Service solution. DCPDS informed the agency that it has until summer of 2019 to have a replacement solution in place that is fully implemented and operable. The notice provided the agency with less than 12-months to identify, procure and fully implement a replacement HCM solution that is capable of supporting the entire agency employee population, including its contractors and personal services contractors. After conducting extensive market research and in-depth discussion with potential sources, the agency determined that only Avue is capable of meeting the agency's needs with respect to its required implementation timeline; the application's ability to support an integrated workforce, which includes personal service contractors; and with respect to the application's cyber security certifications. Avue is the only cloud-based HR platform that the agency knows of that is fully FedRAMPed. Avue is also HR LOB certified. During its market research, the agency considered solutions from the following sources: - General Services Administration - Federal HR Line of Business (HRLOB) - Accenture Federal Services - Commercial HRLOB - International Business Machines (IBM) - Commercial HRLOB - Oracle - Commercial Vendor - Non-HRLOB - Department of State - Federal Partner - Department of Interior (IBC) - Federal HRLOB - Department of Treasury - Federal HRLOB - Department of Agriculture - Avue Digital Services - Carahsoft Commercial HRLOB A determination not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a capability statement, which will be considered by the agency; however, any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. The agency will not publicize a written solicitation. Interested parties desiring to submit a capability statement may submit one by e-mail to Fermaint Rios at frios@usagm.gov no later than 12:00 PM (EST), Wednesday, December 12, 2018. Telephone inquiries will not be accepted.
