The United States Agency for International Development (USAID) plans to issue a Request for Proposals (RFP) for warehouse and logistics services through an Indefinite Quantity Contract (IQC) to support the Title II Food Aid Pre-position program. The program involves storing packaged agricultural commodities intended for humanitarian emergencies globally, with a focus on the Horn of Africa. Contractors will be required to provide warehouse space in locations within five designated regions: the Horn of Africa, Central and Southern Africa, Southeast Asia, West Africa, and the United States Gulf Area. While warehouse space must be available within 30 days of USAID’s request, contractors are not required to maintain continuous open space when not needed. USAID envisions maintaining two main warehouse locations throughout the contract duration: one in the United States Gulf Coast region and one near the Horn of Africa, preferably Djibouti. Additional warehouse sites may be opened or closed based on evolving program requirements. This solicitation is a full and open competition governed by FAR Part 15 procedures, and multiple awards may be made. The authorized geographic code for this procurement is 935, covering worldwide operations with a principal focus in the United States and various international locations. The expected issuance date for the RFP was February 2010, with all updates and clarifications to be published on the official USAID website. Interested parties are directed to contact the contracting officer, Mr. Paul Vicinanzo, for inquiries. The contract supports USAID's emergency response efforts by ensuring timely access to pre-positioned food commodities through dependable warehouse and logistics services across critical global regions.

The United States Government, represented by the United States Agency for International Development (USAID), intends to issue a solicitation (Request for Proposals) for warehouse and logistics services under an Indefinite Quantity Contract (IQC). The purpose of this RFP is to obtain warehouse services for USAID Title II Food Aid Pre-position program commodities. Such commodities will consist of packaged agricultural products to be used to respond to humanitarian emergencies worldwide, with an emphasis on the Horn of Africa. This RFP will seek proposals for warehouse services at one or more locations within each of the five regions specified below. Contractor will be required to provide warehouse space at the offered warehouse locations upon request by USAID. However, contractor need not maintain open warehouse space when not required by the USAID food aid program. Contractor will be required to have warehouse space available in any/all proposed warehouse locations at the request of USAID with 30-day notice. It is anticipated that two locations will be maintained throughout the duration of the contract, although USAID may require greater or fewer warehouse locations be opened as program requirements dictate. USAID anticipates one warehouse location in the United States Gulf Coast region; and one near the Horn of Africa with preference for Djibouti. Other proposed warehouse locations should be based on historical data of Food for Peace responses to emergency food aid requirements, which will be included in the RFP. Warehouses will be maintained on behalf of USAID for a required period of time. At the end of the required time period, USAID will request that the warehouse(s) services cease at that location. Regions: Horn of Africa: Supporting areas from Algeria to Somalia Central and Southern Africa: Supporting areas from Kenya to South Africa South East Asia: Supporting areas from Afghanistan to Japan West Africa: Supporting areas from Northern Mauritania to Angola United States Gulf Area: Supporting areas from Central America to the Caribbean This is a full and open competition and the procedures set forth in FAR Part 15 shall apply. The USAID authorized geographic code for this activity is 935. More than one award may be made by the government. The RFP is expected to be published during February 2010, and will be distributed through this website. Any amendments to this pre-solicitation will also be issued and posted only on this website. Questions or concerns should be directed to Mr. Paul Vicinanzo at +1 (555) 000-0000 or contact@example.gov . Issuance of this notice does not constitute an award commitment on the part of the U.S. Government, nor does it commit the U.S. Government to pay for any costs incurred in the preparation or submission of comments, suggestions, or a proposal. Furthermore, the Government reserves the right to defer issuance of a RFP solicitation or not to issue a RFP if such action is considered to be in the best interest of the Government.
