The U.S. Army Space and Missile Defense Command’s (SMDC) Battle Lab under the Total Defender program is focused on developing a series of experiments aimed at defining new capabilities and requirements essential for supporting Global Missile Defense planning and execution within the 2015-2020 timeframe. Acting as the Army Service Component Command to U.S. Strategic Command (STRATCOM), SMDC oversees five key mission areas including Global Strike, Integrated Missile Defense, DOD Information Operations, C4ISR Integration, and Space. The Total Defender program has validated the necessity of integrating these mission areas to enhance Global Missile Defense effectiveness and has already conducted multiple experiments in partnership with STRATCOM. The upcoming experiments emphasize ISR, Global Strike, and Information Operations, and aim to examine planning processes incorporating Network Centric Operations and Integrated ISR capabilities. The program seeks Cooperative Research and Development Agreement (CRADA) partners who can provide concepts, processes, or products suitable for testing and evaluation through these targeted experiments. Partners will gain access to experimental data and the opportunity to validate their contributions, provided they meet security clearance requirements, including potential Top Secret access, and have secured facilities for participation. The experiments planned for fiscal year 2005 will occur over approximately ten days each, with the last scheduled for March 2006. Submission of information to the government is at no cost or obligation, and the government reserves the right to accept or reject proposals wholly or in part, or to enter into multiple CRADAs or none at all. Interested parties should contact the SMDC Office of Research and Technology Applications for further engagement.
